99 -- ON DEMAND MANUFACTURING SOL SP0710-97-R-1997 DUE 111298 POC Jane Botchie 614-692-2556 The Defense Supply Center Columbus (DSCC) is searching for manufacturers interested in participating in a test program to demonstrate that it is possible and profitable for both the Government and Manufacturers to produce parts on demand. The project will consist of orders for manufactured parts that must be filled in a very short span of time, usually less than 30 days. The type of parts will be determined in advance and tailored to each participating manufacturer's capabilities. Prerequisites: Successful performance as prime contractor on Government contracts for the past three (3) years or successful performance as sub-contractor on government contracts for the past three (3) years. If the only work was as a sub-contractor, then the prime contractor must provide documentation that you performed work on a government contract (e.g., purchase orders or invoices between prime and sub, or notarized statement prepared by the prime contractor). Capable of producing one or more of the following types of items: bent tubes, gears, castings, forgings, glass, machined parts, wiring harnesses, printed circuit boards, hoses, sewing capability, fabricating capability. Ability to use electronic commerce for the transfer of acquisition data as well as raster or vector format technical drawings. Ability to produce parts for DSCC as well as other Defense Supply Centers through the use of digital technical data (either Government furnished or contractor developed) to reduce time for administration, process planning, and manufacturing activities. Contractors are invited to participate in this test program by submitting a technical proposal that describes how rapid manufacturing responses to requests for a variety of low, medium, and high volume items, as well as hard- to-buy items, will be or have been achieved and sustained. Proposals should address specific business practices and types of contractual arrangements. No specific proposal format is required. Contractors should submit three (3) copies of their proposal to the Defense Supply Center Columbus, ATTN: Ms. Jane Botchie, DSCC-PLCB, 3990 E. Broad St., Columbus, Ohio 43216-5000. The first page of the technical proposal must contain company name, CAGE Code, point of contact, and phone number. In addition to the technical proposal, contractors are also required to complete a qualification survey that will be used to evaluate and select manufacturers suited to On Demand Manufacturing. Scoring will be based on a series of evaluation factors that correspond to each of the three (3) survey sections: Technical (equipement, hardware, software); Production Capability (facilities, personnel, historical performance); and Management (financial position, quality program). The qualification survey package is included in the solicitation package as Attachment A. Scoring of the proposals will be performed by an evaluation board from DSCC. Responses will be evaluated for a period of twelve (12) months after issue date. (0316)
