negotiate on a sole-source basis with United Technologies Corporation,
Hamilton Standard Space Systems International (HSSSI), Inc., One
Windsor Road, Windsor Locks, CT 16096-1010. NASA considers HSSSI to be
the only responsible source which currently possesses the requisite
experience and capabilities to satisfy the Agency's requirements.
Acquisition from another source would likely result in substantial
duplication of Government expenditures and/or unacceptable delays in
delivery. See numbered Note 22. The plans to purchase a Water Processor
(WP) and Solid Polymer Electrolizer (SPE) Oxygen Generation Assembly
(OGA) for the International Space Station (ISS). The water processor
will be used to reclaim hygiene water and condensate for potable reuse
by the ISS crew. The OGA will be the primary source of oxygen for the
ISS crew and laboratory animal metabolic consumption and for
replenishment of oxygen lost due to leakage and experiment operations.
The contractor will design, manufacture, test, and qualify the WP and
OGA as well as provide analytical support for integration of the
hardware into the ISS equipment racks. NASA intends to include an
option for the Phase C/D development of the WP. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. An
