The National Institute of Standards and Technology (NIST) intends to acquire the services of a contractor to serve as the NIST Standards Representative (SR) in Saudi Arabia for the Gulf Cooperation Council (GCC) countries. The contractor shall obtain a small office in Saudi Arabia and be responsible for the following: 1) Devise and coordinate with NIST and then implement plans to assist Saudi Arabian Standards Organization (SASO) and the Standardization and Metrology Organization for the Gulf Cooperation Council (SMO-GCC) in developing standards that are compatible with standards in general use in the U.S.; 2) Establish and maintain a working relationship with SASO and SMO-GCC; 3) Become familiar with SASO and SMO-GCC policies and procedures; 4) ascertain SASO and SMO-GCC priorities for their development of standards; 5) Inform NIST of SASO's and SMO-GCC's current and prospective priorities for standards development, and opportunities for providing U.S. technical assistance; 6) Provide direct standardsassistance, as feasible, to SASO and SMO-GCC: 7) Serve as a focal point for transmission of documents, drafts, U.S. standards and other pertinent technical information between NIST and SASO, and NIST and SMO-GCC; 8) Facilitate visits to SASO and SMO-GCC by U.S. standards experts, and coordinate any appropriate meetings; 9) Report to NIST any difficulties encountered in representing technical viewpoints to SASO and/or SMO-GCC; 10) With the assistance of NIST, solicit U.S. private sector recommendations for SASO and SMO-GCC standards development and revisions, communicating these recommendations to SASO and SMO-GCC; 11) Make recommendations to NIST, SASO, and SMO-GCC on optimum methods of standards development and problem resolution, i.e., TAG's, working groups, trial testing periods, etc.; 12) Report quarterly to NIST on standards activities and problems requiring resolution; 13) To the extent possible, pursue GCC acceptance of test data, certifications, and product acceptance based on standards to avoid imposition of technical barriers to trade; 14) Develop and maintain liaison and working relationships with SASO and SMO-GCC, GCC countries and U.S. officials, (including the U.S. Embassies in GCC countries). American industry representatives in GCC countries, and other parties concerned with standards, certification and product acceptance; 15) Arrange for and coordinate any standards-related visits, seminars, and meetings to facilitate U.S.-GCC trade; 16) Maintain records of all standards-related activities; and 17) Provide or relay from technical experts in the U.S. recommendations to SASO and SMO-GCC related to product acceptance criteria and Certificates for Conformity. The period of performance is anticipated to be for a base year and two option years. All responsible sources may submit a proposal which shall be considered.
