combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; a written solicitation will not be
issued. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). The Government intends to negotiate this
acquisition on a sole-source basis with AerospaceComputing, Inc.,
Mountain View, CA., as compatibility with existing equipment is
essential, the AerospaceComputing embedded data acquisition systems are
proprietary in nature, and no other data acquisition system can provide
the required support. Interested firms have 10 days from the date of
this posting to submit in writing their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 10 days or without the required
information will be considered non-responsive to the synopsis and will
not be considered. A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. Products required to be delivered: Product 1: One tested and
fully operational miniature data acquisition system and excitation
voltage generator which will be suitable for operational use in the
Ames 12-foot pressure wind tunnel. Product 2: Design documents,
drawings, component lists, and assembly instructions for fabrication of
additional systems that have identical capabilities. Product 3:
Support/Analysis to NASA technical staff to accomplish data system
integration with existing NASA systems. Product 4: Monthly progress
reports. The provisions and clauses in the RFQ are those in effect
through FAC 97-02 The SIC code and the small business size standard for
this procurement are 3823 and 500 employees, respectively. The quoter
shall state in their quotation their size status for this procurement.
Delivery to NASA/Ames Reseach Center, Receiving Section/255-3, Moffett
Field, CA. 94035-1000 is required within 12 months ARO. Delivery shall
be FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above may be mailed or faxed to
the identified point of contact by 3:30 p.m., PST on 11-26-97 including
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of

-- Supplies. Questions regarding this acquisition must be submitted in

are due by 3:30 p.m. PST, 11-25-97 to the address specified above and
to the attention of J.R. Carpentier/Mail Stop 241-1, NASA/Ames Research
Center, Moffett Field, CA. 94035. The Government intends to award based
on the lowest priced, technically acceptable offer. Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement. Quoters must provide copies
of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
