D -- SOURCES SOUGHT FOR COMMERCIALLY AVAILABLE AUTOMATED PROCUREMENT SYSTEMS POC Debra K. Sanders, Contracting Officer, 970-282-1989. The United States Department of Agriculture (USDA) is considering the development and implementation of a new departmental procurement system and, with this announcement, is conducting market research into commercially available systems. The USDA is seeking information on potential sources that are manufacturers and/or suppliers of partially or completely automated procurement systems. Companies responding to this announcement should provide details on their respective system(s) which support some or all of the functional areas of interest listed below. Information on a system should include data and a description concerning the procurement system's capabilities and the associated technical and environmental requirements. The USDA's functional areas of interest support the full life cycle of a federal government procurement which include, but are not limited to: acquisition planning, requisitioning, buyer assignment and delegation, order consolidation, knowledge-based document generation and assembly utilizing graphical user interface, vendor and information databases, receipt of competitive bids and proposals, contract awards and modifications, technical approval and delegated procurement authority tracking, Blanket Purchase Agreement tracking, litigation tracking, contract and simplified acquisition file documentation, receipt of goods and services, ad hoc reporting, contract closeout, archival and retrieval of archived data, data security, electronic commerce/electronic data interchange capabilities, and interface with other administrative systems including the core financial system as defined in Joint Financial Management Improvement Program (JFMIP) -- Document Framework for Federal Financial Management Systems. This is not a request for proposal nor does the Government intend to pay for the requested information. Additionally, no telephone solicitations or office visitations for presentations will be accepted at this time. It is requested that all responses be submitted by December 1, 1997.
