On behalf of the Department of Transportation (DOT), the U.S. Coast Guard is seeking a provider of non-developmental Federal Government payroll, benefits, and human resource SERVICES for a customer base of approximately 15,000 civilian employees. The employees to be serviced are covered by Title 5 of the United States Code (U.S.C.). The specifications with which any proffered payroll system must be in compliance are embodied in Title 6 of the General Accounting Office (GAO) Policy and Procedures Manual for Guidance of Federal Agencies; Pay, Leave and Allowance, along with the Joint Financial Management Improvement Program, Personnel/Payroll Systems requirements, published in May, 1990. The regulations for the Human Resources services are contained in Title 5 of the U.S.C., with further guidance provided by the United States Office of Personnel Management through the Guide to Processing Personnel Actions and related materials. The provider must support the following functions: (1) PAYROLL SERVICES to include the collection of time worked/leave taken data, calculating employee pay, and labor cost distribution (i.e., perform payroll office functions); (2) HUMAN RESOURCE SERVICES to include the generation and processing of requests for personnel actions and generation of training requests (NOTE: DOT expects to maintain internal Human Resource offices, but is expecting respondent to provide hardware and software systems support as a future component of the proposed solution); and (3) BENEFITS SERVICES to include the collection of employee benefit and withholding selections. The system must interface with other federal agencies, such as payment data to Department of Treasury and employment data to the Office of Personnel Management. The system must utilize a relational database and web enabled Inter/Intranet technology to the desktop. The system must provide for one-time entry of data. At the time of proposal receipt, projected to be 3rd quarter FY98 (should a solicitation be issued), offerors must be able to demonstrate a fully developed federalized payroll system/service with a six month history of successful performance. Additionally the offeror must demonstrate the ability to begin implementation of a fully developed human resource system within one year. The selected payroll system/service must be implemented and operational throughout the DOT within one year of contract award. A contract for payroll services is being contemplated with the human resource and benefits portions as contract options. This acquisition may be subject to cost comparison under OMB Circular A-76. THIS DESCRIPTION SHALL DEMONSTRATE THE PROVIDER'S ABILITY TO MEET THE ABOVE MINIMUM REQUIREMENTS -- PROVISION OF A FULLY DEVELOPED FEDERALIZED PAYROLL AND HR SERVICE. Responses must be received by December 11, 1997. NOTE: The decision to issue a solicitation has not been made; there is currently NO SOLICITATION PACKAGE. The purpose of this synopsis is to determine whether there are one or more commercial sources that can satisfy the minimum requirements of the DOT Human Resources Information System (HRIS). Responses that do not contain the necessary information as outlined in this notice (e.g., requests for RFP, requests to be put on a bidders mailing list) will not be considered.
