as a Total Small Business Set-Aside action per FAR 52.219-1 and
52.219-6; all eligible, responsible sources may submit an offer. This
is a combined synopsis/solicitation for commercial items prepared in
accordance with FAR 13.6 and the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the ONLY solicitation; quotes are being
requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation number N00244-98-Q-0032 applies and is issued as a Request
For Quotation. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-01 and Defense Acquisition Circular 91-11. The standard industrial
code is 7699 and the business size standard is $5.0 million. The agency
need is for maintenance to be performed on two (2) Cleaver Brooks Model
CB-100-200 hot water boilers, Serial number L-84023 and L-84024. All
work is to be performed in accordance with the schedules and statements
of work outlined herein, on-site at the Naval Consolidated Brig, 46141
Miramar Way, Marine Corps Air Station (MCAS) Miramar, San Diego, CA.
All work shall normally be accomplished during the hours of 07:30 a.m.
to 04:00 p.m. local/Pacific time Monday through Friday excluding
Federal holidays. Work outside the normal working hours shall be paid
at the approved overtime rate as quoted. Maintenance shall be performed
in accordance with the schedules outlined in Line Items 0001 through
0018 below. The contractor shall provide a schedule for monthly,
quarterly, and annual services. The schedule for the annual service
must be provided at least two (2) months in advance and may be adjusted
by the government to permit the government to schedule the boiler
inspector. Only one (1) boiler may be placed out of service at a time.
This requirement is for a fixed priced contract for a base year period
commencing 12/1/97 through 9/30/98, plus two (2) option years from
10/1/98 thru 9/30/99 and 10/1/99 thru 9/30/00 -- for six (6) line items
as follows. (BASE YEAR 12/1/97 THRU 9/30/98) Line Item 0001: Monthly
maintenance to include (a) inspection of each boiler to ensure proper
operation; (b) minor adjustments to boiler combustion systems; (c) fine
tune fire eye controls; (d) check all operating limits and controls for
proper operation; (e) measure combustion gas levels and provide report
to the Brig. Monthly maintenance/inspections to be performed during
the following months: December, January, March, April, June, July, and
September. Quantity: 14 each (7 per boiler). Please provide quote per
boiler per month when replying. Line Item 0002: Quarterly maintenance
to include: (a) complete monthly inspection as outlined in Line Item
0001; (b) remove, inspect, and adjust burner assembly to manufacturer's
specifications; (c) lubricate and adjust linkage assemblies to
manufacturer's specifications; (d) test fire boilers and warm to
operating temperature.; (e) adjust burnercombustion for proper
operation and oxygen and emission levels in accordance with San Diego
County Air Pollution control District Rule 69.2(J); (f) test limits and
operating control to ensure proper operation. Quarterly
maintenance/inspections to be performed during the following months:
February and August. Quantity: 4 each (2 per boiler). Please provide
quote per boiler per quarter when replying. Line Item 0003: Annual
inspection to include: (a) complete quarterly inspection as outlined in
Line Item 0002; (b) open water and firesides for inspection; (c) open
water columns and clear of any sediment; (d) inspect refractory
surfaces for cracks and seal any damage caused by normal operations;
(e) replace gaskets where required using manufacturer's approved parts;
(f) water wash vessel to remove sediment; (g) close and seal waterside
and fill operating level; (h) close and seal fireside, adjust and
reinstall burner; (i ) assist government boiler inspector during
testing and certification procedures. Annual maintenance/inspections to
be performed during May. Quantity: 2 each (1 per boiler). Please
provide quote be boiler per inspection when replying. Line Item 0004:
Unscheduled service work to correct additional problems with the
boilers that are found during routing maintenance as listed in Line
Items 0001 through 0003, or to situations requiring immediate
attention. The contractor shall respond to service calls within one (1)
working day of the call. Labor shall be charged at the quoted rate.
Quantity: 24 hours. Please quote hourly labor rate. Line Item 0005:
Emergency service -- unscheduled service to correct additional problems
with the boilers that require work outside normal working hours. The
contractor shall respond to emergency calls within four (4) hours of
the call. Labor shall be charged at the quoted overtime rate. Quantity:
8 hours. Please quote hourly OVERTIME labor rate. Line Item 0006:
Replacement parts -- Materials/parts used during performance of the
resulting order will normallybe drawn from existing government stock of
spare parts maintained by the Brig. These materials/parts shall be
replaced by the supplier with manufacturer-approved replacement parts.
Non-stocked parts/materials shall be purchased by the contractor and
charged against this line item at no more than current Manufacturer's
Suggested Retail Price (MSRP) less any offered discounts. Parties are
invited to provide an estimated amount for this item, but it will not
be considered a firm/fixed quote (the government intends to set a limit
for this item). (OPTION YEAR I -- 10/1/98 THRU 9/30/99) Line Item 0007
-- same as Line Item 0001 with the following change -- Monthly
maintenance/inspections to be performed during the following months:
October, December, January, March, April, June, July, and September.
Quantity: 16 each (8 per boiler). Please provide quote per boiler per
month when replying. Line Item 0008 -- same as Line Item 0002 with the
following change -- Quarterly maintenance/inspections to be performed
during the following months: February, August, and November. Quantity:
6 each (3 per boiler). Please provide quote per boiler per quarter when
replying. Line Items 0009 thru 0012: (see Items 0003 thru 0006
respectively above). (OPTION YEAR II -- 10/1/99 THRU 9/30/00) Line
Items 0013 thru 0018: (see Items 0007 -- 0012 respectively above). The
provision at FAR 52.212-1, Instructions to Offerors-Commercial Items
applies. Provision 52.212-2, Evaluation-Commercial Items, applies with
paragraph (a) completed as follows: Award will be made to the offeror
that meets the solicitation's minimum criteria for technical
acceptability at the lowest price. To be determined technically
acceptable, the offeror must provide a minimum of three (3) references
for current accounts where the offeror provides similar services.
Offerors are required to complete and include a copy of the following
provisions with their proposals: FAR 52.212-3, Offeror Representation
and Certifications-Commercial Items. Clause 52.212-4, Contract Terms
and Conditions Commercial Items, applies as well as the following
addendum clauses: FAR 219-1, Small Business Program Representations;

New Material; FAR 52.211-7, Other Than New Material, Residual
Inventory, and Former Government Surplus Property; FAR 52.232-18,

with the following clauses applicable for paragraph (b): DFARS
252.225-7001, Buy American Act and Balance of Payment Program; and
DFARS 252.225-7012, Preference for Certain Domestic Commodities. Any
contract awarded as a result of this solicitation will be a DO-rated
order certified for national defense use under the Defense Priorities
and Allocations System. The government intends to make a single award
to the responsible offeror whose offer is the most advantageous to the
government considering price and price-related factors. Note: The full

Acquisition Regulation Supplement (DFARS) can be accessed on the

responding to this solicitation may submit their quote in accordance
