Agency for International Development/Office of Inspector General intends to award using small purchase procedures, on a sole source bases, because of the proprietary relationship between the refurbishment process and its developer. Negotiations will be conducted with O'Gara-Hess & Eisenhardt. The original procurement was competitively awarded by the Department of State to O'Gara-Hess & Eisenhardt. Technical data is not available and cannot be furnished. This synopsis is a notice of intent, and should not be considered a request for quotes (RFQ). No solicitation document exists and requests for such will not be considered. All responsible sources may respond to the synopsis and all such responses will be fully considered. Potential offerors are requested to submit pricing data and sufficient information to permit agency analysis. Responses must be received no later than close of business 15 calendar days from the date this synopsis appears. NOTE: The first day of the fifteen day period is the actual date this synopsis appears in the CBD. No contract award will be made on the basis of any response to the notice, because the synopsis is a notice of intent to place a purchase order and should not be considered a solicitation document. Any potential offerors, including entities which comprise a joint venture, must currently have a Secret facility security clearance and Secret safeguarding capability issued by the Defense Investigative Service. Contractor employees must also possess security clearances, commensurate with their level of access to classified information, issued by the Defense Industrial Security Clearance Office.
