Allenwood, located in Montgomery, Pennsylvania, requires the services
of a Social Education Coordinator/Instructor to administer and provide
a Social Education Program for its inmates. These requirements will be
solicited under Request For Quotations (RFQ) number 428-0059. The
program will consist of three separate componenets: Career Resources,
Job Search Skills, and Parenting Skills. The Career Resources component
shall support the development and assessment of job employment skills,
address career awareness assessment, resume writing, time management
skills, and interviewing skills; and, offer a career resource center
containing career opportunity materials. The Job Search Skills
component shall be provided as a structured course to inmates. The
Parenting Skills component shall be developed and structured to provide
a parenting course to inmates which supports the development and
maintenance of positive family relationships between male offenders,
their spouses or custodial parents, and their children. In addition to
classroom time, the Parenting Skills component shall provide a
visiting room program available to inmates, their spouses or custodial
parents, and their children. The contractor will be required to
maintain records on the structured job search skills and parenting
courses. The Government estimates, but can not guarantee, that the work
schedule will consist of twenty (20) sessions per week (one session is
equal to one hour). When issuing delivery orders, the Government will
order a minimum of four (4) sessions per day and a maximum of eight
(8) sessions per day. In any event, the contractor shall not exceed
thirty (30) hours of performance per week. The coordinator/instructor
will be required to possess a Bachelor's Degree in Education or Social
Work. The base period of performance would begin on the date of
contract award through a one-year period. Four additional one year
option periods may be exercised in accordance with the terms of the
resulting contract. The RFQ issue date is anticipated to be November
