NASA/GSFC plans to issue a Request for Offers to install a double-ended secondary unit substation by Building 5, and modify switchboards in Buildings 15 and 4. The project consists of the base offer and four options. All of these options indicates that the contractor will furnish all labor, materials, and equipment necessary for each option. Option #1 consists of replacing the existing switchboards in Building 15; Option #2 consists of replacing existing switchboards configuration in Building 4, Option #3 consists of replacing circuit breaker panelboards in Building 15, and Option #4 consists of installing a two-way (2-129mm PVC) communications duct bank between the south wall of manhole TM-83 and Building 5, and run in the same trench as the 6-way power duct bank. The order of magnitude for the procurement is between $500,000 and $1,000,000. Construction must be completed witin 300 calendar days of notice to proceed. This procurement is a total small business set-aside with a Small Business Criteria of $7M. The SIC Code for this procurement is 1731. The time and place of the Pre-Bid Conference will be setforth in the RFO. The opening date will be established when the Request for Offer is issued. The firm date for receipt of offers will be stated in the RFO. Request for the solicitation package must be in writing to the Contract Administrator noted above and include a certified check or money order for $50.00 payable to "U.S. Treasury."
