is a brand name or equal combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6 as
supplemented with additional information provided in this notice. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45 and Defense
Acquisition Circular 91-11. This announcement constitutes the only
solicitation. Quotations are being requested and written solicitation
will not be issued. The solicitation number is N62604-98-Q-U504 and is
isssued as a Request for Quotation (RFQ). This acquisition is 100%
Small Business Set Aside. The standard classification code is 3448,
small business size standard is 500 employees. The small business size
standard for a concern which submits an offer in its own name, but
which proposes to furnish an item which it did not itself manufacture,
is 500 employees. Such non-manufacturer must furnish the product of a
small business manufacturer or producer, which end products must be
manufactured or produced in the United States. A firm-fixed price
purchase order will be issued under the Simplified Acquisition
Procedures. Contract Line Item 0001 is for two (2) each Type A
Hazardous Materials Storage Buildings, Environmental Products Model
1228 or equal. Storage capacity: 28 drums (55-gallon); Sump capacity:
Minimum 478 gallons; Approximate exterior dimensions: Length 16 ft,
Width 8 ft 6 in., Height 8 ft 6 in. Specifications for Type A: (1)
Building to be Factory Mutual (FM) approved and utilize only UL listed
components where applicable. Building shall be designed in accordance
with the Uniform Building Code (UFC), National Building Code (NBC),
Uniform Fire Code (UFC), National Fire Protection Association (NFPA),
Occupational Safety and Health Administration (OSHA), and Environmental
Protection Agency (EPA) Codes and Regulations. (2) Building shall be of
all welded construction using heavy gauge corrosion protected steel of
UL classified two- hour fire-rated non- combustible construction. (3)
Building shall be constructed in accordance with UL-263 and ASTM E
119. (4) All electrics shall be pre-wired and terminate in a single
point externally mounted, weather proof electrical panel with circuit
breakers and main breaker. Building shall be provided with an external
electrical grounding system. (5) Building shall have chemical
resistant coated surfaces in work areas. (6) Building shall have a
water sprinkler piping assembly. (7) Building shall have a secondary
containment sump, with fiberglass floor grating. (8) Building shall
have UL classified three-hour fire- rated double doors (two pair) with
self door closer, security lock, and interior safety release. (9)
Building shall have an electromechanical exhaust ventilation system
adequately sized for the building. One system required per compartment.
(10) Building shall have a dry chemical fire suppression system. (11)
Building shall have a double coated sump liner. (12) Building shall
have 100 linear feet of interior shelving (installed). (13) Building
shall have a 2-hour fire rated interior separation wall which extends
from subfloor to ceiling and prevents exchange of vapors between
compartments. (14) All interior electrical devices and conduit,
including the ventilation system, must be rated for class 1, division
1 locations (explosion proof electrical). (15) The building structure
shall be warranted free from manufacturing defects for ten (10) years.
All other components shall be warranted for one (1) year after
delivery date. (16) Building shall be furnished fully assembled and
ready for installation. (17) Contractual Data: Commercial Publications,
six (6) copies required thirty (30) days after award of contract and
before delivery of material. Each copy shall be in a single indexed
binder & shall include, but not limited to Operator's Manual w/lube
chart (if required), Parts Manual, Shop Maintenance, Service & Repair
Manual. Furnished items shall be clearly identified. Partial submittals
are not acceptable. Certificate of Compliance, six (6) copies required
with the item. Delivery date is the same as the item. This certificate
shall contain sufficient information to assure the Government that the
Contractor has met or exceeded all the requirements of the contract
and applicable industry association/society standars. This data shall
include performance characteristics. Furnished items shall be clearly
identified. If other than brand name identified is offered, the offeror
shall indicate the manufacturer, brand, model/part number and a
description in sufficient detail to show that the product offered meets
the brand name specified. Note: The offeror shall furnish as part of
its offer all descriptive literature and technical data sheets
necessary for the purchasing activity to determine whether the products
offered meet the salient characteristics of the solicitation. Failure
to provide this information will cause your quotation to be rejected.
Delivery FOB Destination, Gulfport, MS, 30 calendar days after award.
This solicitation is issued as a request for quotes (RFQ). The
following Federal Acquisition Regulation (FAR) provisions and clauses
apply to this acquisition: 52.212-1 Instructions to
Offerors-Commercial, 52.212-2 Evaluation -- Commercial Items. NCBC will
use the following factors to evaluate quotes, in descending order of
importance: A. Technical capability of the item offered to meet the
Government requirement and B. Price. The Government reserves the right
to make award of the initial offer received without discussions. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose quote conforming to the solicitation will
be most advantageous to the Government, price and technical capability
considered. Companies wishing to respond to this solicitation should
provide this office with the following: A price quote, submitted on
your company letterhead or your standard company quotation forms, for
the requested items showing solicitation number, unit price, extended
price, FOB, prompt payment terms, delivery time, and correct address.
OFFERS MUST BE SIGNED. Each offer shall include a completed copy of the
provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror
Representations and Certifications -- Commercial Items, their Dun &
Bradstreet Code, and their Commercial and Government Entity (CAGE)
Code. Those companies not in possession of the provisions in full text
may contact this office and a copy will be faxed to you. The contract
clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items is incorporated by reference and applies to this acquisition. The
clause at FAR 52.212-5 and DFARS 252.212 -7001, Contract Terms and
Conditions Required to Implement Statues or Executive Orders --
Commercial Items, applies to this acquisition. The following additional
FAR clauses cited in this clause are applicable: FAR 52.222-26 Equal
Opportunity, 52.222-35 Affirmative Action for Special Disabled and
Vietnam Era Veterans, 52.222-36 Affirmative Action for Handicapped
Workers, 52.222-37 Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era, 252.227-7015 Technical Data -- Commercial
Items; 52.227-7037 Validation of Restrictive Markings on Technical
Data. The contractor shall extend to the Government full coverage of
any standard commercial warranty normally offered in a similar
commercial sale. Acceptance of the warranty does not waive the
Government's rights with regard to the other terms and conditions of
the contract. In the event of a conflict, the terms and conditions of
the contract shall take precedence over the warranty. The warranty
period shall begin upon final acceptance of the items listed in the
schedule. All questions concerning this RFQ must be submitted in
writing, no telephonic responses will be processed. Questions should be

Quotations are due on Dec 1, 1997, 2:00 p.m. to Contracting Officer
