integrating radio/telephone circuits (including CO. PBX, Ringdown,
etc.), intercom, paging, recorder and other special use circuits.
System architecture should include centrally located control equipment
(rack mounted) with remote operating consoles to meet specific control
center designs. System must support thirty-two (32) separate
circuits/ports with growth potential to ninety-six (96). System must be
sized for four (4) with growth potential up to twenty-five (25) remote
operator consoles in three different control centers within the same
building. Configuration of actual control center consoles (receiving
units) will be done by others; coordination required on sizing each
voice integration console during construction. System should be
microprocessor based allowing for changes to configuration and
maintenance actions by owners. Selected consoles should have
maintenance mouse/keyboard capabilities. System should have redundancy
in communications equipment as well as power supplies. Overall system
should have a proven reliability factor of at least 99% with no single
point failure removing more than one port/circuit or terminal from
service. Each operating console must have access to all service
provided with headset/handset PTT capability. Each port/circuit must be
capable of patching to another, i.e., radio call patched to a telephone
(PBX or CO) line. Current configuration has 20 port/circuits. Each
console must be capable of the industry standard dual jack interface.
Jack connection must be capable of remote operation of no less than
twenty-five (25) feet from associated console. Headset/handset and foot
switch devices are required for existing configuration with growth
potential to ten (10) consoles. Touch screen monitors for operator
console must be at least fourteen (14) inches diagonally. Touch
resolution shall be a minimum of 128(X) by 128(Y) pattern. Pixel
resolution of monitors must be 800X600 minimum. Each console screen
should be user defined with multiple configurations. The system must be
capable of interfacing the following types of communications mediums:
Military and commercial radios: UHF -- 400 MHZ (Motorola Desktrac),
VHF/AM -- 138 MHZ Military style radio, VHF/FM -- 136-174MHZ Motorola
radius style, UHF -- Air-to-Ground 200-350MHZ Military radios, HF/SSB
-- 2-30MHZ (military radio) Remote head with frequency selection,
VHF/AM -- 118-136MHZ Air to Ground Airfield coordination Commercial
style radio, VHF/FM -- Radio repeater network with tone remotes
(160-174MHZ) Mot MSF5000 dual channel repeater. Telephone interfaces:
Up to ten (10) analog or digital PBX extensions from Nortel Meridian
one (1) switch per control center. Up to fifteen (15) switched or
non-switched ring downs (one way or two way) per control center. Up to
five (5) external CO lines per control center. Up to three (3)
external specialized ring downs per control center. Up to three (3)
specialized conference bridges per control center. Intercom capability
within and between control centers w/group and all call capability.
Connection to zoned paging systems. Alert paging connection to
commercial system. Connection to alarm annunciator panel. Other
requirements: Operating consoles should have security protection
capability (password protect). Each line or circuit must be recordable
by selection. Separate volume controls for each operator console.
System should be UPS protected. Overall requirement is to engineer,
install and train on system. On-site training should include operator,
maintenance and system administration. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This synopsis/solicitation is issued
as Request for Proposals (RFP) DAHA1798R2001; the solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-39. This is a 100% small business set-aside;
see numbered Note 1. SIC is 3663, small business size standard is 750
employees. The provision at FAR 52.212-1 Instructions to Offerors --
Commercial Items applies. The provision at FAR 52.212-2 Evaluation --
Commercial Items applies; specific evaluation criteria are (I)
technical capability of the item offered to meet Government
requirements, (ii) price and (iii) past performance. Technical
capability and past performance, when combined, are of equal weight to
price in evaluating offers. Offerors shall include a completed copy of
the provisions at FAR 52.212-3 Offeror Representations and
Certifications -- Commercial Items with their offers. FAR clause
52.212-4 Contract Terms and ~Conditions -- Commercial Items applies to
this acquisition. FAR clause 52.212-5 contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items
applies to this acquisition; the following clauses cited in FAR
52.212-5 apply: 52.203-10, 52.219-8, 52.219-14, 52.222-26, 52.222-36,
52.222-37, 52.225-3 and 52.247-64. Offers are due on 10 December 1997
