intends to solicit competitive proposals for award of a contract, on
the basis of best overall value, for an Area Common User System (ACUS)
Radio Modernization Program. Under the basic contract the contractor
is to produce modification kits, including High Capacity Line of Sight
(HCLOS) Radios, for upgrade of AN/TRC-190A(V)1, 2, 3, and 4 radio
assemblages of the Mobile Subscriber Equipment (MSE) System; install
the modification kits in Government furnished radio assemblages;
provide a two year warranty for the HCLOS radios; produce initial
provisioning spare parts; conduct training on operation and maintenance
of the HCLOS radio and other modifications to the assemblages; and
prepare and deliver technical data, all on a firm-fixed-price (FFP)
basis. The contract is to have FFP options, for exercise in Government
fiscal years (FY's) 99-07, for additional quantities of modification
kits, including HCLOS radios, for AN/TRC-190A(V)1, 2, 3, and 4
assemblages; modification kits, including HCLOS radios, for upgrade of
AN/TRC-198A(V)1 and 2 assemblages; factory and field installation of
modification kits; separate HCLOS radios; a two year warranty for
radios; extension of the warranty; initial provisioning spare parts;
and technical data for the AN/TRC-198A(V)1 and 2 assemblages
modification kits. Contractor performed first article test of the
AN/TRC-190A(V)1, 2, 3, and 4 assemblages modification kits will be
required for the basic contract, and contractor performed first article
test of the AN/TRC-198A(V)1 and 2 assemblages modification kits will be
required if the option is exercised. There is to be an option, for
exercise in FY's 99 -- 08, for conduct of additional training on
operation and maintenance of the HCLOS radio and other modifications to
the assemblages, on a time-and-materials (T&M) basis. The contract is
to provide for issuance of task orders on a T&M basis by the Government
to the contractor, during FY's 99-08, for technical services for
support for Government conducted testing of the upgraded radio
assemblages, support for fielding of the assemblages, support for the
units to which the assemblages are fielded, and depot level repair of
radios. It is the Government's intent to purchase modification kits and
installation of these kits for upgrade of the AN/TRC-190A(V)1, 3, and
4 radio assemblages for the First Digitized Division (FDD), plus one
AN/TRC-190A(V)2 assemblage, under the basic contract. It is the
Government's intent to purchase modification kits and installation of
these kits for upgrade of all remaining AN/TRC-190A(V)1, 2, 3, and 4
assemblages and all AN/TRC-198A(V)1 and 2 assemblages, by option
exercise between FY's 99 and 07. The contractor will be required to
install modification kits required by the basic contract in
AN/TRC-190A(V)1, 3, and 4 asseblages and deliver them to Fort Hood,
Texas by December 1999, to enable the Army to meet its FDD fielding
schedule. The anticipated numbers of radio assemblages to be upgraded
under the basic contract are: AN/TRC-190A(V)1, 21; AN/TRC-190A(V)2, 1;
AN/TRC-190A(V)3, 16; AN/TRC-190A(V)4, 1. The anticipated total numbers
of radio assemblages to be upgraded under the basic contract and all
options are: AN/TRC-190A(V)1, 1169; AN/TRC-190A(V)2, 16;
AN/TRC-190A(V)3, 767; AN/TRC-190A(V)4, 41; AN/TRC-198A(V)1, 20;
AN/TRC-198A(V)2, 32. The AN/TRC-190A(V)1, 2, 3, and 4 and
AN/TRC-198A(V)1 and 2 radio assemblages are used at Echelons Corps and
Below (ECB). It is the Government's intent to exercise the option for
separate HCLOS radios to meet future requirements for upgrade of
Echelons Above Corps (EAC) radio assemblages. The quantities of
supplies and services which are actually purchased under the contract
will depend upon the prices in the contract and the amount of funding
which is available in the current and future fiscal years. The US Army
CECOM Acquisition Center has established a Business Opportunities Page

proposals and invitations for bids to industry. All interested parties

the user name and password. A draft statement of work, ECB Technical
Requirements for the ACUS Radio Modernization Program, proposal
submission requirements provision, and contract line item structure for
this solicitation are currently available for download from the ACBOP
under the above solicitation number. The final solicitation will be
issued by upload to the ACBOP. It is anticipated that the final
solicitation will be issued between 26 November and 12 December 1997.
Proposals are to be submitted in hard copy at the time and place
specified in the solicitation. All responsible sources may submit a
proposal which shall be considered by the CECOM Acquisition Center.
