combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). The
Specifications for the Particle Image Velocimetry System are as
follows: 1. Dual ND-YAG Laser System; 200 mj Per Pulse at 532 nm,
Integrated Beam Combination Optics, Breadboard (for mounting Laser),
Laser Mounts, Accessories and Cables. Must be compatible with other
items to enable phase-locked measurement of flow field. 2. One set of
interchangeable light sheet optics and all necessary mounting hardware.
Spherical Lenses 25 mm diameter, F.L. = 500, 1,000, 2,000 mm.
Cylindrical Lenses, F.L. = -50, -100, -200 mm. Mounts in front of Laser
(Item 1). 3. Computer Controlled Synchronization Electronics.
Controlled Via RS 232 by Windows Based Software (Item 7). Support for
High Resolution CCD Camera and Photographic Camera. Support for Frame
Straddling CCD Camera. Provide Flashlamp and Q-Switch Triggers for
Peripheral Devices, eg. Seeders, synchronization of PIV Image with
periodic flows. 4. High Resolution CCD Camera. At least 1,000 x 1,000
pixels, 30 Frames/sec. Capable of Acquiring pairs of full frame images
separated by 1 microsecond or less, F type lens mount, 60/F2.8 lens
with F-Stop number2.8-32, Interface Cable. 5. High Speed Camera
Interface PCI Bus, Acquires full resolution images (from Item 4)at 30
hz and transfers them to host computer up to full memory limit of the
PC. The camera interface must be able to operate up to 90
megabytes/second without dropping frame images in order to support
simultaneous, frame-straddling image capture from two PIV cameras. 6.
PIV Computer System, 200 Mhz Pro Processor (or better), 64 Mb RAM 4.1
GB Drive, 17" SVGA Monitor, Windows NT Compatible, with other items and
integrated appropriately. 7. PIV Data Acquisition, Display and
Processing Software Equivalent to or better than, "Insight for
Windows", from TSI, Inc. Proposer shall supply information regarding
the number of vectors processed per second by the software when
performing 64 x 64 pixel cross-correlations on a 200 Mhz Pentium Pro
Processor with 64 MB RAM, without displaying results (vectors) on
screen. Processing software should provide an on-line status window
which shows the current sub-region being processed from the raw image
and the associated output correlation result. Software should permit
direct naming of images acquired in sequence and saved directly to the
host PC hard drive for ease of post processing. 8. System Integration
and On-Site training, one full day at NASA. 9. Proposer shall provide
documentation of sufficient detail of the hardware/software to enable
technical evaluation. The provisions and clauses in the RFQ are those
in effect through FAC 97-01. The SIC code and the small business size
standard for this procurement are 3826 and 500 employees,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to LeRC is required within 60 days ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-__ A2.
Quotations for the items(s) described above may be mailed or faxed to
the identified point of contact office, by the date/time specified and
include, solicitation number, FOB destination to this Center, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), identification of
any special commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable and the following identified clauses are incorporated by
reference. [None] Questions regarding this acquisition must be
submitted in writing no later than November 17, 1997. Quotations are
due by November 24, 1997 to the address specified above. Award will be
based upon overall best value to the Government, with consideration
given to the factors of proposed technical merits, price and past
performance; and: 1. Value will be assigned to a system which is
capable of acquiring image pairs with an interframe time of less than
1 microsecond. The system which can accomodate a shorter period of time
between image pairs will receive value for the purpose of source
selection. 2. Value will be assigned to offer that stores images in the
smallest file size on the hard drive. 3. Value will be assigned to the
offer which stipulates the shortest delivery time. Unless otherwise
stated in the solicitation, for selection purposes, technical, price
and past performance are essentially equal in importance. It is
critical that offerors provide adequate detail to allow evaluation of
their offer (see FAR 52.212-1(b). Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
