The Composite Health Care System II Program Office (CHCS II PO) of the Office of the Assistant Secretary of Defense (Health Affairs) intends to procure a Clinical Encounter Application (CEA), a Commerical-off-the-Shelf (COTS) software product. The CEA is a Structured Documentation Tool (Notewriter) enabling structured, templated, hierarchical and default-driven encounter documentation with robust coding of the medical concepts transparent to the clinical user. The CEA utilizes a pre-built clinical knowqledge base consisting of accepted standard vocabularies for clinical concept representation (for example, SNOMED, UMLS, LOINC). The CEA must run and be demonstrable as an individual component that is controlled by a parent (shell) program that controls their action and behavior to a fine level of detail. The CEA must be available as a web-enabled standardized component such as ActiveX or JavaBean. As part of the proposal evalutation process, Vendors will demonstrate their product to DoD health care providers, network/system technical staff and administrative personnel. The CEA must be capable of being deployed and maintained worldwide. It must be interoperable with existing DoD HA software applications, as well as those in the process of being implemented as part of DoD's Computer-based Patient Record (CPR). This System shall be certified as a Trusted Computer System at the C2 level. This is an unrestricted requirement which will encompass a base plus 4 option periods.
