Schick, Contracting Officer, (205)955-1187 The U.S. Army Space and Missile Defense Command (USASMDC) Advanced Systems Concept Office (ASCO) plans a 100% Small Business Set-Aside Request for Proposal(RFP) for a requirement entitled "Defense System Mission Analysis". The contractor would perform independent studies and analysis to enable ASCO to synthesize the incomparable analysis conducted by a varied number of diverse agencies and government contractors who have been conducting a wide divergence of independent studies for the Ballistic Missile Defense Organization (BMDO), the Program Executive Offices (PEO's), and the U.S. Army. The purpose of this effort is to conduct independent engineering studies and technology assessments Missile Defense (MD) related to mission performance of USASMDC's projects and programs consistent with the Department of Defense (DOD) objectives for various levels of defense capability, timeframes, and alternative futures. The contractor performing this effort must possess extensive concept synthesis experience in missile defense, to include the National Missile Defense (NMD), and other facets of the Air Defense Initiative, and the Digital; Information Warfare (Info War), plus the consideration of new types of threats, new types of defense applications, and the role of digital information systems. The effort will provide concepts and directions for high value missile and space defense technology development. It will identify mid and long-term technology needs from a system perspective and evaluate architectures consistent with user requirements and DID objectives. The effort will focus on incorporating evolving concepts and technologies into assessment of planned and existing defense system mission capability by conducting operational and supportability analysis, simulations, and soldier structure impact studies. SIC Code is 8731 with a small business size standard of 1,000 employees. No foreign participation allowed. The RFP is expected to be issued by 29 Dec 97. This date is for planning purposes only and is subject to change. The Government contemplates award of a cost-plus-award-fee level of effort type contract. No telephone inquiries will be accepted.
