Department of State EAP/EX Bureau's Communications Analysis Research and Dissemination System (CARDS) which was developed by Xerox for DoS and which is considered proprietary. This software engineering upgrade includes related installation and integration services, EAP/EX personnel training, acceptance testing and related upgrade documentation. This one-time CARDS upgrade will be procured from Xerox Special Information Systems who currently performs all maintenance support services on the Department of State's ARCS/CARDS systems. This upgrade will insure the timely and continuous 24-hour per day provision of communications to the EAP/EX Bureau's message distribution system located in the metropolitan Washington, D.C. area.
