Notice of Intent to Issue Metropolitan Area Acquisition Request for
Qualification Statements. The General Services Administration, Federal
Technology Service (FTS) is requesting proposals on Request for
Qualification Statements (RQS) for Metropolitan area telecommunications
services which will be released on or about November 26, 1997. The
scope also includes but is not limited to technological enhancements,
service improvements, all new and/or emerging telecommunication service
offerings that arise during the term of the contract. GSA is seeking
Request for Qualification Statements on a nationwide basis with the
intent of issuing subsequent standard solicitation documents for
telecommunications services in multiple metropolitan areas across the
country. Upon reviewing offerors' Request for Qualification Statements
proposals and then certifying offerors for participation in the MAA
solicitation process, GSA will issue individual Request for Proposals
(RFP) for each metropolitan area. The scope of each contract will
include all end-to-end telecommunication services necessary for the
Government to satisfy its worldwide telecommunication requirements for
the life of the contract. The RFP will specify the traffic information
and any specific technical or management requirements for a
metropolitan area. To be placed on a bidders mailing list and receive
a copy of the Request for Qualification Statements, please transmit a
request to the attention of the MAA Contracting Officer, Robert A.
Hayhurst at: General Services Administration, 7525 Colshire Drive (STOP
Z297), McLean, VA 22102-7400. Requests may also be transmitted via
facsimile to (703) 610-1642. The Request for Qualification Statements
will be available in Microsoft Word 7.0 format on GSA's Internet mail
address at http://www.gsa.gov/maa. GSA will also make available
electronic copies of the Request for Qualification Statements in
Microsoft Word 7.0 format on 3.5 -- inch diskettes to all parties on
the bidders mailing list that request a copy. GSAwill not make
hardcopies of the Request for Qualification Statements available.
Proposals must be received by January 15, 1998 to be pre-qualified for
the initial MAA acquisitions. Bidders who are not pre-qualified may
respond to both the RQS and the metropolitan area specific RFP. All
bidders list requests should include company name, point of contact
name and title, address, telephone number, fax number and Internet
E-mail address. Companies should also provide their DUNS number and
business size, according to the size standard for Standard Industrial
Classification (SIC) Code 4813 -- Telecommunications Services, which is
