submitted in writing or e-mail to the points of contact only for each

anticipated contract type is Cost-Plus-Award-Fee (CPAF). For planning
purposes, the following information is provided prior to release of the
draft RFP. In response to an Office of Secretary of Defense (OSD)
initiative to provide Joint Warfighting Commanders with an
interoperable and scaleable command, control, communications and data
dissemination system for the family of tactical Unmanned Aerial
Vehicles (UAVs), the Program Executive Office for Cruise Missiles and
Joint UAVs (PEO(CU)) has established a UAV Tactical Control System
(TCS) acquisition program with a three phase development schedule. The
objective of the TCS program is to use common hardware and software
already in the Department of Defense (DOD), to facilitate the
integration of control functionality for a diverse family of tactical
UAVs, and to be interoperable with allexisting and future tactical
UAVs. Accomplishment of these goals within the established schedule
will require rapid definition of the integration and interoperability
requirements. Demonstrations during scheduled military exercises will
be conducted on a regular basis to generate early user input and
evaluation. The main functions of the system integrator include, but
are not limited to 1) maintain an installation schedule, 2) support the
installation process for the Army, Navy, Marine Corps, and Air Force
Systems, 3) integrate GFE hardware, GFE software, and contractor
procured hardware into a deployable system, 4) checkout of each
deployed system, and 5) support other TCS Integrated Product Teams.
There is also a requirement for the integration and installation of six
Block 0 Low Rate Initial Production (LRIP) systems. The contractor
shall plan and schedule the lab integration and operational
installation of the LRIP systems considering as a minimum: TCS Program
Office identified priorities, operational assets availability (e.g.,
ships), configuration description, and air vehicle Datalink Control
Module (DCM) delivery schedules. The contractor shall define and
document the LRIP installed configurations (including cabling and
additional hardware) and interfaces to include installation procedures.
For the Predator and Outrider systems, this documentation should be in
the form of back-fit ECPs. As an option to the contract, it is the
Government's intent to have the contractor integrate and install
production TCS's. These systems will also be used to conduct FOT&E.
This synopsis does not represent a contract, a promise to contract, or
a commitment of any kind. Questions concerning the technical
requirements and solicitation should be submitted to: Naval Air Systems
Command, Attn: AIR-2.4.2.1.1; 14723 Buse Road Unit IPT, Bldg. 2272,
Room 256; Patuxent River Naval Air Station, Patuxent River, MD 20670.
