The Contractor will: select and purchase new computer hardware to be hosted on the DMS-D system; select an appropriate Operating System (OS) for use on the new hardware; select and purchase the software and will port the existing DMS-D software to the new platform and OS (use of commercial off the shelf (COTS) software is encouraged where technically reasonable); develop the custom written code required to adapt the old DMS-D software to the new system. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination bythe Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
