Bureau of Prisons intends to award a contract, and seeks proposals for
Construction Management Support Services for the construction of a
Federal Detention Center (FDC) in Honolulu, Hawaii. The construction
management firm's contract will encompass construction management
services for the construction of the penal institution. The FDC will be
a mid-rise penal facility with a total building area of approximately
28,500 square meters. The design and construction of the facility will
be completed utilizing the Metric System of measure. Pursuant to the
requirements of FAR 36.204, the total construction contract magnitude
is estimated to exceed $10,000,000, and the construction management
services contract magnitude is expected to range from $500,000 to
$1,000,000. Construction Management Services are anticipated to begin
in February of 1998, with the commencement of major construction
beginning in May of 1998. Contract performance will be approximately
twenty (20) to thirty (30) months. Construction Management Services are
to include, but not limited to: inspection for conformance with
contract requirements, review of construction documents, cost
estimates, review and status of contractors' CPM Schedule, and progress
reports, maintenance of project files, inspection and testing records,
and job diaries, evaluation of cost estimates and recommendation of
change orders, monitoring submittals and contractor progress, review of
contractors' submittals and payment requests, analysis and
recommendation related to disputes and claims, preparation and
processing of correspondence and documentation related to these
services, and all other services required for successful administration
of the project. The selected firm will provide these services utilizing
on-site personnel from their own office and work force, and any other
resources necessary. To be considered, firms must have at least (5)
years experience in management, cost estimating and scheduling of
construction projects of similar scope and complexity, and experience
in the analysis of claims and disputes. The Federal Bureau of Prisons
will evaluate each offeror pursuant to the (4) evaluation factors
listed below in descending order of importance: proposed project team
and organization, including the ability to serve the project location,
previous experience and performance, price, firm's capacity, makeup of
the firm, and available resources. Contractors' submitting proposals
shall limit offers to fifty (50) pages, including the SF 255 forms. The
FBOP will consider all proposals submitted by a responsible source.
Request for Proposals (RFP) will be available approximately (30) days
from the publication of this notice. This is not a small business
set-aside. A subcontracting plan for small business, small
disadvantaged business, and small woman-owned business concerns will be
