USDA Forest Service, Pacific Southwest Region will procure a
indefinite delivery requirements contract for photogrammetric services
in accordance with the Brooks A&E Act and FAR 36. This solicitation
does not supercede contracts previously awarded for similar work by the
USDA Forest Service. The contract will be awarded for one year with the
option of two additional one year extensions. The Forest Service cannot
guarantee the total amount of work to be ordered under this proposed
contract. The amount of work will vary according to the Forest mapping
needs and available funding. This announcement is open to both large
and small businesses. The services required under this contract
include: 1) Vertical aerial photography using calibrated metric aerial
cameras at various scales. 2) Aerial photo and cartographic
reproduction services. 3) Airborne GPS control acquisition. 4)
Aerotriangulation control extension. 5) Photogrammetric digital map
compilation. 6) Digital Terrain and feature data digitizing. 7) Digital
orthophoto production. 8) other mapping and cartographic support
services. Interested firms having the capability to perform this work
and desire to be considered must submit two copies of completed forms
SF 254 & 255 for the prime contractor and all consultants or
partnerships by 4:00 PM January 6, 1998. Firms are to provide a list of
equipment to be utilized on this project in block No. 10 of the SF 255.
Also in block No. 10, firms should show a production process flow chart
with a Quality Assurance Plan. Selection Criteria: The following five
selection criteria will be applied in evaluating firms. 1) Professional
qualifications (of those primarily responsible of each phase of the
project, including the project coordinator necessary for the
satisfactory performance of required services. 2) Specialized
experience and technical competence in the type of work required.
Describe experience in photogrammetric map production for projects
which the offeror was a prime contractor. Demonstrate the ability to
integrate the acquisition of aerial photography and project control
with the photogrammetric mapping. 3) Capacity to accomplish the work in
the required time. Describe the proposed strategy to perform this
project. Demonstrate the ability to perform work orders related to this
requirement within a 30 to 45 day turn around performances period.
Discuss the staffing levels for this activity and professional
qualifications of the individuals who will serve on this project and
proposed consistency of individuals throughout the project. 4) Past
performances on contracts with Government agencies and private industry
in terms of control, quality of work, and compliance with performance
schedules. 5) Location in the general geographical area of the project
and knowledge of the locality of the project. The contractor is
required to maintain its primary production unit facility within the
State of California or the vicinity of Reno, Nevada firms may partner
or joint venture to meet this requirement. Responsesare due 4:00 PM,
