combined synopsis/solicitation for commercial services prepared in
accordance with the format in FAR Subpart 12.6 as supplemented with
additional information included in the notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation
M67400-98-R0002 is issued as a Request For Proposal (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-01. This acquisition
is for Instructional Training for Maintenance of Zodiac, F470
Inflatable Boats, in accordance with U. S. Marine Corps Technical
Manual TM 09665A-13 & P/1-1. CLIN 0001 -- Training for 15 students in
1st -- 4th echelons of maintenance for Zodiac, F470 Inflatable Boats.
CLIN 0002- Reimbursable allowable and allocable costs in accordance
with Federal Acquisition Regulation Subpart 31.2. CLIN 0002AA- Non
personal transportation costs. CLIN 0002AB- Travel costs (personal),
lodging, meals, and miscellaneous cost based on 17 days. The contractor
shall provide the training for the Special Operations Training Group,
Headquarters & Service Battalion, III Marine Expeditionary force,
Okinawa, Japan. The contractor shall provide all course material, all
shipping cost for materials to and from Okinawa, Japan for each
instructor. The contractor shall provide all required training aids,
student handouts, students manuals, instructor manuals for each course
and a certification document for each student who successfully
completes the course. The contractor will not be responsible for items
indicated as Government Furnished Property. Contractor's instructor
shall be certified by Zodiac of North Amercia, Inc., as qualified to
instruct in F470 repair and possess a valid, current (not issued prior
to 1994) certification document; and must read, write and speak fluent
English. The Government will make available the following: A classroom
with adequated climate and humidity controlto support rubber repair
gluing; a minimum of ten (10) Zodiac F470 inflatable boats for repair
demonstrations; five (5) tables, approximately 60"X30" in size;
twenty-four (24) chairs for classroom use; one (1) projector screen;
and one (1) easel with paper. All periods of instruction shall be
taught in such a manner as to include all information in accordance
with U. S. Marine Corps Technical Manual TM 09665A-13 & P/1-1.
Instruction (8 hour instructional days, Monday-Friday) shall acommence
not earlier than January 3, 1998, and end not later than February 28,
1998. The actual date and time will be agreed upoon by the Contracting
Officer's Representative and the contractor after contract award.
Instructions shall be perforomed at the Special Operating Training
Group, Boat Maintenance Facility, Bldg. 2865. Camp Hansen, Okinawa,
Japan. Acceptance of completed course will be made at this location
upon completion of schedulded training. FAR 52.212-1, Instructions to
Offerors -- Commerical Items (OCT 1995),applies to this acquisition.
FAR 52.212-2, Evaluation -- Commerical Items (OCT 1995), applies to
this acquisition. The Government will award a contract resulting from
this solicitation that is the most advantageous offer to the
Government, price and other factors considered. The following factors,
listed in descending order of importance, will be used to evaluate
offers: (1) Technical Expertise. Offeror shall submit the educational
background/level, years of teaching experience and certifications and
credentials of each instructor. Each instructor shall be a certified
Zodiac F470 Inflagable Boat Repair man, and have at the time of award
at lease 2 years on in-classroom instructional time. (2) Price. The
evaluation of this factor shall be based on comparison to costs of any
know recent procurements of the same or similar items by this office
or other commands; comparison of prices obtained on this solicitation;
and comparison to catalog prices. (3) Past Performance; Offerors shall
submit the following information concerning similar services furnished
during the past 2 years: Name, adderss, telephone numbers, point of
contact, total dollar amount of contracts or orders from Federal,
State, Local Government agencies or private companies in which the
offeror has performed similar services. In addition, the offeror may
provide information of the problems encountered while performing those
contracts or orders and the offeror's corrective action used to
resolved those problems. The Government intends to evaluate proposals
and award a contract without discussions, therefore, offerors are
encourage to submit their best offer from a cost standpoit. The offeror
is required to submit a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certification -- Commercial items
(OCTY 1995), with its offer. The submission shall have clearly
indicated at the top of each page, "Other Cost Or Pricing Data." The
contractor's format for arraying the data shall be used. At a minimum,
the data will consist ofappropriate information on the prices at which
the same item or similar items have previously been sold that is
adequate for evaluating the reasonableness of the price. Any
information submitted must support the price proposed. Include
sufficient detail ir cross references to clearly establish the
relationship of the information provided to the price proposed.
Standard Form 1448, Proposeal Cover Sheet (Cost or Pricing Data Not
Required), is a cover sheet for use by offerors to submit information
to the Government when cost or pricing data are not required byt the
contracting officer has requested information to help establish price
reasonableness or cost realism. It will be provied to interested
Contractors on request. FAR Clause 52.212-4, Contract Terms and
Conditions -- Commercial Items (OCT 1995), applies to this acquisition.
FAR 52.212-5, Contract Terms Required to Implement Statuetes or
Executive Orders -- Commercial Items is incorporated into this
acquisition. The following additional clauses apply to this
