CONTRACT SPECIALIST, Yvette A. Terrell, 972-308-1989 This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number
TIRMS-97-Q-00039 is a Request For Quotation (RFQ) incorporating FAR
provisions and clauses in effect through Federal Acquisition Circular
(FAC)90-42. The Standard Industrial Classification (SIC) is 8299; the
applicable size standard is $5.0. This procurement is set-aside for a
small business; all responsible small businesses may submit a quote.
Evaluation factors for award will include price and price-related
factors, technical factors, and past performance. Technical factors
will consist of ability to adhere to schedule requirements, experience
of management and key personnel, and relative specificity of materials
and services proposed to those described herein. Contractors shall
submit, along with their offers, brief resumes of all proposed
personnel who will be working on this project. Past performance will be
evaluated by history of deliveries and quality of products delivered
under previous similar contracts. Contractors shall provide three
references with their offers including contact names and telephone
numbers. Award will be made to that offeror whose offer is acceptable
and whose technical/cost proposal relationship is most advantageous to
the Government; and who is considered responsible. Award will not be
made at a significantly higher price to achieve slightly superior
technical features. The Internal Revenue Service (IRS), General
Business Department, Corporate Education Division has developed the
framework for a new curriculum for its Education Specialists and
instructor cadre nationwide. The course development and delivery
project outline in this Statement Of Work is one of the components of
that curriculum. Because the potential participants (est. 500) of this
new course spread across the county, the course shall be designed for
and delivered via satellite teleconference (one-way, two-way audio,
broadcast quality transmission). Through this Statement of Work, the
vendor shall design and develop for the Support Services Department a
satellite session of four hours to be performed at Internal Revenue
Service 5000 Elin Rd., Lanham, MD. The basic purpose of the session is
to provide current IRS part-time instructors a variety of techniques
to make their delivery more effective and creative. The products to be
delivered by the vendor will include but not be limited to an
instructor outline in a standard 2-column broadcast format (i.e., video
and audio), facilitator guide for satellite downlink sites, and
participant materials for up to 500 participants. Vendor shall be
responsible for mailing participant materials to the local sites at
least one week before the broadcast date of January 22, 1998. Vendor
shall provide pricing per set for any additional participant material
numbering more than 500. In addition to preparing and distributing the
course materials and conducting the January 22, 1998, broadcast,
vendor shall participate in an initial 1-day planning meeting (est.
November/December); and a final dress rehearsal on January 21, 1998.
Vendor also shall be required to conduct a post-course evaluation and
prepare a final evaluation report, to be delivered to the IRS no later
than April 20, 1998. Vendor shall provide initial draft script to the
IRS program manager no later than December 11, 1997, and final script
no later than January 15, 1998. The Vendor shall provide [no column]
audio script or outline on disk, Word Perfect or ASCII format for
Teleprompter, no later than December 15, 1997, and [final] January 21,
1998. Based on IRS-provided mailing list distribute Facilitators
Guides and participant materials for the initial dress rehearsal no
later than December 10, 1997, and for the broadcast no later than
January 12, 1998. Vendor shall agree that IRS owns the rights to any
material developed specifically for the IRS broadcast. Vendor shall
retain rights to broadcast materials that were developed and
copyrighted in advance of the contract award. Vendor shall obtain on
behalf of the IRS any required written permission to to use, extract,
or reprint copyright articles, video clips, music, or other material.
The course shall develop and provide presentation strategies, including
designing effective openings, identifying effective alternatives to
lecture, increasing retention of highly technical material, and
incorporating a variety of review techniques. The course shall provide
methods of establishing and maintaining an atmosphere to enhance
learner motivation, including strategies to enhance participation and
techniques to deal with problem attendees. The course shall include
methods for developing effective resource materials and visual aids
that add presentation variety, maintain participant focus, and
reinforce course learning points. Contract Line Item Numbers (CLIN's)
001: Audio Visual Training Broadcast, Quantity 1 EACH; CLIN 002:
Mailing of 500 participant materials to approximately 23 sites
Nationwide, Quantity 1 LOT. CLIN 003: Additional mailing for over 500
participant materials, Quantity 1 per set. The technical evaluation
will be based on quality, specificity, relevance of the quote as it
relates to the scope and tentative content discussed above. Offers
shall have documented experience developing course materials in the
areas of training, design and delivery, particularly those that relate
to creative techniques. Vendors shall submit sample excerpts of prior
relevant work. While submission of an entire course is not necessary,
enough material from the Instructor Guides and Participant Materials
shall be submitted to permit evaluation of the content and techniques
employed by vendor. Promotional material related to such courses does
not substitute for course excerpts. The offerers shall documented
experience developing nontraditional courses incorporating a variety of
media, including via satellite. Vendors shall submit a listing with a
submission of specific dates outlined above. The vendor shall provide
a degree to which selected presenter[s] will increase the exposure of
IRS education professionals and instructors to a wide variety of
delivery styles. The provision at FAR 52.212-1, Instructions to
Offerers-Commercial Items, is incorporated in this solicitation.
Addenda to FAR 52.212-1: Offerers are reminded to submit signed and
dated quotes . The preferred form for submitting quotes is the Standard
Form 1449. If this form is not used, offerors are required to include
a statement with their quotes specifying the extent of agreement with
all terms, conditions, and provisions included in solicitation. The
provision at FAR 52.212-2, Evaluation -- commercial Items is
incorporated. The provision at FAR 52.212-3, Offerers Representations
and Certifications-Commercial Items, is incorporated in this
solicitation, and OFFERS SHALL INCLUDE A COMPLETED COPY OF THIS
PROVISION WITH THEIR QUOTE. FAR clause 52.212-4, Contract Terms and
Conditions-Commercial Items, is incorporated in this solicitation. FAR
clause 52.212-5, Contract Terms and conditions Required to Implement
Statutes of Executive Orders-Commercial Items, is incorporated in this
solicitation. The additional FAR clauses cited in this clause which
are applicable to this acquisition are
