The Social Security Administration (SSA) has a requirement for the relocation of boxes containing paper files from SSA facilities in Baltimore, MD; Philadelphia, PA; Birmingham, AL; Chicago, IL; and Richmond, CA to the SSA, Centralized Folder Storage (CFS) located in Independence, MO. This acquisition is a 100% small business set-aside. The resulting contract will be a Fixed Price IDIQ contract for one year with up to four option years. There is the possibility of additional sites being addedat a later date. REQUIREMENT: The boxes to be relocated areapproximately 1cubic foot and weigh about 30 to 35 lbs each whenloaded. The top of the boxes will remain open, with the topstucked in, and are approximately 15" long by 12" wide by 10"high. The contractor will perform all services required to removethe boxes from where they are stored to transporting them to theCFS site and unloading them there. The SSA material must not betransported along with the materials of another entity. Allequipment and supplies necessary to successfully move the boxesare to be provided by the contractor, i.e., dollies, materialhandling carts, pallets, cardboard dividers, shrinkwrap, palletjacks, etc. The contractor shall assume full liability for anyand all property lost or damaged in the movements covered by this contract. The cargo compartment of the transport truck must be sealed. Boxes shall be shipped palletized, with no floor loading. Boxes on pallets shall not be stacked more than 5 layers (boxes) high, at any stage of the entire process. This requirement also applies to the loading and unloading process at CFS. A layer must consist of 9 boxes. Pallets shall be thoroughly shrink wrapped and heavy cardboard dividers used between each layer of boxes and on the top, exposed, layer. Pallets cannot be stacked on top of each other. The Contractor is totally responsible for providing all (100%) of the personnel required to remove the boxes from the point of shipment, move the boxes from their location to the trucks, move the trucks to the delivery point; move the boxes on the pallets to the CFS storage area. The personnel provided by the contractor are also responsible for all movement of the boxes on and off any pallets, equipment, or devices used in any of the moving or relocation process. Shipping by rail between cities is permissible. There are dock restrictions at some locations. The contractor shall be responsible for providing dumpsters for disposing of all pallets, dividers and shrinkwrap at the CFS. All trucks must be fireproof and waterproof, have metal roofs, walls and tamper resistant doors. The contractor shall have all necessary permits and licenses prior to contract award. Written/Fax'd requests for the RFP must be received by 12/01/97. The RFP will be issued on or about December 10, 1997. Copies of the solicitation will only be provided in response to written or faxed requests received directly from the requestor. Telephone requests will not be honored. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. This requirement will be processed in accordance with the Commercial Services guidelines in FAR Part 12 and 15. (0316)
