W -- RENTAL OF COPIERS SOL F1961798T0196 DUE 112097 POC Thomas Sanborn 413/557-2513, Contracting Officer Michael LaFortune 413/557-3508 This is a combined synopsis/request for quotation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotation; proposals are being requested and a written request for quotation/solicitation will not be issued. This request for quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-1 and Defense Acquisition Circular 91-12. This is an unrestricted procurement for the following: Fifteen copiers (35-50 CPM). All copiers are to be delivered and ready for use not later than 28 November 1997 and ready for pickup 14 December 1997. All copiers will be placed in the vicinity of the base operations area, Westover ARB area with the exact buildings to be determined. All toner and paper to be provided by the contractor. All copiers to be delivered with extra toner cartridges and chemicals. Estimated daily paper volume to be 2,000 sheets (8 1/2" x 11") and 200 (8 1/2" x 14"). Other copier specifications are automatic and manual exposure control, multiple copies 1 to 999, paper feeding by automatic double cassette drawer system, single sheet by pass availability, automatic recirculating document feeder accepting original size letter (8 1/2" x 11") and legal size (8 1/2" x 14"), heavy stock function for overlay, reduction/enlargement capable variables from 1:.064 to 1:2 (minimum), 20 copy sorter with stapler, two sided copy both manual and through the document feeder, 115V AC power source. Repair/replacement service available 24 hours per day, 7 days per week for the duration of the contract. The government reserves the right to return all or a portion of the items contracted prior to contract ending date without penalty. Inspection and acceptance will be performed at destination. Closing date and time for receipt of offers is 20 November 1997, 2:00 p.m., Eastern Standard Time. Facsimile offers are acceptable and may be forwarded to fax number 413/557-2017. FAR provision 52.212-2 does apply, in that award will be made to the responsible offer conforming to the solicitation that is considered most advantageous to the Government. The following are evaluation factors listed in order of relative importance: (1) price and (2) past performance. Offerors are instructed to include a completed copy of FAR provision 52.212-3 and DFARS provision 252.212-7000 "Offerors Representations and Certifications -- Commercial Items" with their bids. If a copy of these certifications are needed, it may be requested by faxing a request to 413/557-2017. Offers shall be submitted on company letterhead stationary indicating the nomenclature, part number, unit price and extended price. All offers should be on an FOB Destination basis and should include any prompt payment discount offered. The offer must be signed by a company representative authorized to commit the company.
