CMcGill@comdt.uscg.mil. The Coast Guard intends to release a Request
for Proposal (RFP) on or about 28 November 1997 for the design and
construction of two 225 foot B Class Seagoing Buoy Tenders (WLBs) with
options for up to nine additional WLBs. The contract type is Firm
Fixed Price with an Economic Price Adjustment. Elements of the
requirement are cost reimbursement and there are three performance
incentives. The RFP will be distributed on CD-ROM. The software used is
Microsoft Word 7.0, Microsoft Excel 7.0 and AutoCad, Release 13 for
drawings. Companies may request the RFP from the Contracting Officer by
Email (CMcGill@comdt.uscg.mil), by letter to the address above, or by
fax (202-267-4019). Email is preferred. Requests by phone will not be
accepted. Upon request, ship construction companies which express an
interest in becoming the prime contractor (potential offerors) will be
provided paper copies of the contract drawings and guidance drawings
in addition to the CD-ROM. In conjunction with the RFP, the Coast Guard
will host a visit to an operational A Class cutter for interested
potential offerors. Details of the site visit will be provided in the
RFP cover letter. The Past Performance portion of the proposal is due
90 days after release of the solicitation and the remainder of the
proposal (Technical/Management, Price, and Administrative
Documentation) is due 120 days after release of the solicitation. All
responsible sources may submit a proposal which shall be considered by
