for engineering studies, concept design, pre- final design, final
design, cost estimates, and construction phase services (optional) for
the sector gate navigation by-pass structure and control house,
mechanical and electrical systems for the tainter gate barrier
structure, the entire service area including utilities, and the storage
yard and adjoining parking lot and boat ramp. The aforementioned A-E
design components will be integrated with the remaining project
components to be designed by the Corps of Engineers (COE) to create the
overall project design package. This announcement is open to all
businesses regardless of size. A firm fixed price contract will be
negotiated. The contract is anticipated to be awarded in Apr 98 and
design completed by Sep 99. If a large business is selected for this
contract, it must comply with FAR-52.219-9 regarding the requirement
for a subcontracting plan on that part of the work it intends to
subcontract. The subcontracting goals for the Galveston District are:
(1) at least 55% of a contractor's intended subcontract amount be
placed with small businesses (SB), including small disadvantaged
businesses (SDB) and women-owned small businesses (WOSB); (2) at least
8.5% of a contractor's intended subcontract amount be placed with SDB;
and (3) at least 3.0% of a contractor's intended subcontract amount be
placed with WOSB. The plan is not required with this submittal. The
wages and benefits of service employees (see FAR 22.10) performing
under this contract must be at least equal to those determined by the
Department of Labor under the Service Contract Act. PROJECT
INFORMATION: The primary purpose of the project is to prevent saltwater
contamination of municipal, industrial, and agricultural surface water
supplies while maintaining free and reasonable unobstructed use of the
river by existing and future navigation. The plan consists of an
overflow dam located in the Neches River just downstream from the
confluence of the Neches River and Pine Island Bayou. A sector gate
navigation by-pass channel will be located just west of the river and
overflow dam. The navigation by-pass channel will be approximately
1,260 feet long. The sector gate navigation by-pass structure will
consist of two sector gates with a clear opening of 56 feet wide. The
tainter gate barrier structure will be located in a diversion channel,
to the west of the navigation channel. The diversion channel will be
approximately 2,700 feet long. The barrier structure will consist of
five 56- by 24.5-foot tainter gates. The west bank levee will extend
northward to the west side of the tainter gate barrier structure from
an existing roadway. The east bank levee will tie into the existing
east bank road. An existing roadway will be used to provide partial
access to the site. The remaining access road will be constructed on
top of the west bank levee. A service area placed adjacent to the west
side of the tainter gate barrier structure will contain a 2,500 SF
administration building with front parking lot; a 2,400 SF three bay
storage building and a boat ramp and adjoining parking lot. A control
house for the sector gates will be located to the west side of the
navigation gate. A 15,000 SF storage yard will be located downstream of
the barrier structure with an adjoining parking lot and boat ramp
located upstream of the storage yard. The estimated construction cost
of this project is more than $10,00,000. Cost estimates must be
prepared using the COE Micro Computer Aided Cost Estimating System
(MCACES). MCACES software will be provided by the COE. The contractor
shall be responsible for accomplishing designs and preparing drawings
using computer aided design and drafting (CADD) and delivering drawings
in Microstation Version 5.0 or higher format. The government will only
accept the final product for full operation without conversion or
reformatting. SELECTION CRITERIA: See Note 24 for general selection
process. The selection criteria are listed below in descending order of
importance (first by major criteria and then by each sub-criteria.)
Criteria a-f are primary. Criteria g-h are secondary and will only be
used as "tie-breakers" among technically equal firms. a. Specialized
experience and technical competence in: (1) Design of navigational
structures and administrative facilities. (2) Design of mechanical and
electrical hoisting systems in highly corrosive environments. (3)
Working with other firms to integrate several design components into
one design project. (4) Construction cost estimating and preparation of
estimates using MCACES. (5) Producing CADD drawings in format fully
compatible with Microstation Version 5.0 or higher. b. Qualified
registered professional personnel in the following key disciplines:
project management, architecture, civil engineering, electrical
engineering, environmental engineering, geotechnical (soils)
engineering, mechanical engineering, structural engineering, and cost
engineering. The evaluation will consider education, training,
registration, overall relevant experience, and longevity with the firm.
c. Past performance on DoD and other contracts with respect to cost
control, quality of work, and compliance with performance schedules. d.
Capacity to the complete final design by Sep 99. Evaluation will
consider the experience of the firm in similar projects, ability to
integrate small design components into a single larger design project,
and the availability of an adequate number of personnel in key
disciplines. e. Knowledge of building design in a region subject to
intense storms similar to the Texas Gulf Coast. Specific knowledge of
design requirements in highly corrosive environments. f. Demonstrating
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency in facility design. g. Extent of
participation of small businesses (including WOSB), SDB, historically
black colleges and universities, and minority institutions in the
proposed contract team, measured as a percentage of the total estimated
effort. h. Volume of DoD contract awards in the last 12 months as
described in Note 24. SUBMISSION REQUIREMENTS: See Note 24 for general
submission requirements. Interested firms having the capabilities to
perform this work must submit two copies of SF 255 (11/92 edition) and
two copies of SF 254 (11/92 edition) for the prime firm and all
consultants to the above address by the due date shown above or by the
close of business on the 30th day after the published date of this
announcement, whichever is later. If the 30th day is a Saturday,
Sunday, or Federal holiday, the deadline is the close of business of
the next business day. Additional information requested of each firm
responding: (1) Indicate in Block 3 the CEC (formerly DUNS) and TIN
numbers (if available) of the firm identified in Block 3. (2) Provide
in Block 3a telefax number and E-Mail address (if available.) (3) List
in the appropriate block prior names of the firm used in the last
three years including parent company, branch offices, affiliates,
associates, and subsidiaries. (4) Provide in Block 10 information on
the proposed CADD system and how it will be compatible with the
Galveston District's Microstation system. For the purposes of this
procurement, small business is defined as a concern, including its
affiliates, having average annual receipts for its preceding three
fiscal years not in excess of $2,500,000. All information must be
included in the SF 255 (cover letter and other attachments will not be
considered in the evaluation process.) Telegraphic and facsimile SF
255's and SF 254's will not be accepted. Personal interviews will not
be scheduled prior to selection of the most highly qualified firms.
