NIH/NCI-Frederick Cancer Research and Development Center and its
Operational and Technical Support Contractor for the Frederick, MD
Facility requires Indefinite Delivery/Indefinite Quantity Subcontracts
for Architect/Engineer services for the NCI-FCRDC. Full Service,
Architectural, Structural, Mechanical and Civil firms are encouraged to
submit their SF 254 and SF 255 forms for consideration. Three
subcontracts are potentially to be awarded to qualified firms.
Subcontracts shall be for one year with two one year options. One
subcontract(A98-83) shall be awarded to a qualified full-service A&E
firm with cGMP, Biomedical Research Laboratory, AAALAC (Animal) and
general institutional facilities expertise; one subcontract (A98-84)
shall be awarded to a qualified A&E firm with Biomedical Research
Laboratory, AAALAC (Animal) and general institutional facilities
expertise; and one subcontract (A98-85)shall be awarded to an
Engineering firm with general institutional and utility/infrastructure
facilities (heavy on mechanical, electrical and fire protection)
engineering with some background in research and animal type
facilities. The contracts shall have a value up to $1,000,000 each.
Offerors will be evaluated under the following criteria: (1)
Specialized design and construction administration experience in
biological laboratory, vivariums and cGMP for renovation and new
buildings. Provide evidence of past performance for at least three (3)
projects within the past five (5) years; (2) Professional
Qualifications and technical competence identifying a detailed staffing
profile capable of meeting level of work required. In-house staff shall
consist of at least one in-house Professional Engineer (PE) in each
discipline (mechanical, electrical and civil) exclusive of consultants
and/or subcontractors. The full service A&E must also have at least
one registered architect (AIA) in-house. Depth, experience base and
turnover rate of staff are key factors; (3) Capacity to complete up to
three taskings each year; (4) Quality Control Program indicating
internal management plan to ensure the highest possible product quality
and customer satisfaction; (5) Accessibility and Responsiveness:
ability to effectively respond to requests for service in a timely
manner; having an established office within a 100 mile radius of Ft.
Detrick. The type of design projects and services expected to be
performed under these subcontract include: (a) General
building,cGMP,laboratory and animal facility new and renovation work,
with emphasis on mechanical and electrical disciplines; (b) Minor
building additions and construction of minor new administrative and
laboratory facilities; (c) interior space planning/design studies; (d)
technical engineering support and feasibility studies and analysis in
mechanical, electrical and architectural disciplines; and (e) guidance
and direction in implementation of new and revised codes, regulation
and statutes as may be applicable to the mission of the NCI-FCRDC.
Services may also require preparation of stormwater management plans
and permit applications in compliance with Maryland Department of the
Environment regulations. Other required services may address indoor air
quality (IAQ), hazardous material abatement, building automation,
energy and water conservation and fire suppression. Deliverable text
packages shall be prepared in AIA MASTERSPEC format on 3.5" diskette/CD
ROM in WordPerfect/Word and drawings in AutoCAD (Rev. 13 or higher)
format on 3.5" diskette/CD ROM. The wages and benefits of service
employees (see FAR 22.10) performing under this contract must be at
least equal to those determined by the Department of Labor under the
Service Contract Act. Prospective offerors are to submit their
statement of qualifications, forms SF254 and SF255 (including SF254 for

Subcontracts are scheduled for award on or about February 1, 1998. See
