Standards and Technology (NIST) intends to award a purchase order on or
about November 24, 1997 to Dr. Gabriel D. Ofiesh on a sole-source basis
to provide technical support in the development of methods to support
the integration of Distance Learning paradigms with leading HCI
technologies such as Visualization, Virtual Reality, Multimedia Access
and Cognitive Learning Theory. The tasks involved will be: 1)
Preparing a concise quarterly white paper on the state-of-the-art of
the use of Visualization, Virtual Reality and other multi-media
features in current Distance Learning and Training; 2) Exploring
hardware and software issues derived from this integration and
identifying the elements of cognitive theory relevant to the interface
design; 3) Develop application content for a demonstration module on
the WWW that illustrates the ITL mission using visualization, virtual
reality and multimedia access tools; 4) Define NIST=s potential role in
developing discovery prone paradigms for Distance Learning utilizing
ITL=s capabilities for workplace and lifelong learning; 5) Maintain
liaison with Distance Learning Projects in Higher Education which are
planned to be used for INTERNET2 delivery. Authority for this
non-competitive acquisition is found at FAR 13.106-2(a)(5). This notice
is not a request for quotations; however, interested parties may
identify their interest and capability to satisfy the Government=s
requirement NLT the response date. Capability statements must include
documentation of an in-depth knowledge and prior experience of this
type of work. A determination by the Government not to compete this
proposed purchase order based upon responses to this notice is solely
within the discretion of the contracting officer. A solicitation
