The Sumter National Forest plans to contract for approximately eight
(8.0) miles of boundary line establishment per year during Fiscal Years
1998 and 1999. Based upon the established criteria, the evaluation
process will select a "pool" of at least four (4) of the best qualified
firms. Negotiations will then be held during the Fiscal Year to award
individual projects based upon priority needs and availability of
funds. Projects will each range from approximately one half (1/2) to
three (3) miles of boundary line establishment. The deadline for
submitting your SF-255 form is December 17, 1997. Refer to agency
identification number RFP-12-98-08. If you have not submitted an
updated SF-254 form in the past year, please send both at the same
time. Work shall consist of surveys of the boundaries of Forest Service
lands being acquired through exchange or purchase, monumentaion of lost
or obliterated corners, blazing, painting and posting of the
established boundaries, platting of the work performed, and the
preparation of all required written legal descriptions.Selection of
firms for negotiation will be determined by an evaluation process based
upon the following criteria. Your SF-255 form should specifically
address these areas. (1) Professional qualifications for satisfactory
performance of required services, including a surveyor registered in
the state of South Carolina. (2) Past experience and performance on
projects in rural, wooded terrain similar to the project area,
especially where experience includes the establishment, monumentation
and marking of boundaries. (3) Capacity for completion of the project
on a timely basis. (4) Specialized qualifications of key personnel
including technical skills, project coordination, and management
skills. (5) Knowledge of local surveying historical practices, records,
repositories and landownership patterns. (6) Proximity to the general
geographical area. Both small and large businesses will be considered
for awards over $25,000. Awards less than $25,000 are restrictedto
emerging small businesses; those with average annual receipts of $1.25
