The Contractor shall provide the Environmental Protection Agency,
Region 1, Office of Administration & Resource Management, and Region 2,
Emergency and Remedial Response Division, advisory and assistance,
analytical, and management services related to zone enforcement
activities at Superfund sites. The Contractor shall provide EPA
litigation, financial, and investigative support related to enforcement
activities at Superfund sites in accordance with all environmental
statutes as appropriate (e.g., Resource Conservation and Recovery Act
(RCRA), Clean Water Act, Clean Air Act, Toxic Substances Control Act,
and the Comprehensive Environmental Response, Compensation, and
Liability Act of 1980 (CERCLA) (Superfund), as amended by the Superfund
Amendments and Reauthorization Act of 1986 (SARA). The geographical
boundaries of Region 1 and Region 2 include the states of: Maine, New
Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York,
New Jersey, Puerto Rico, and the Virgin Islands. The Contractor shall
support the following areas: I. Potentially Responsible Party (PRP)
Searches: A) review of PRP search-related work products, processes and
information used by EPA to develop evidence of potential liability as
defined in CERCLA, B) records collection activities, C) analysis of
PRP search information for evidence of liability, D) development of
wast-in lists and volumetric rankings from PRP search information, E)
corporate research and financial assessments, F) investigations, G)
title searches, H)section 104(e) information request letter and notice
letter support, I) expedited PRP search work; II. Negotiation Support:
A) provide case support liability and viability analyses and cost
documentation; III. Expert/Litigation Support: A) assist in preparation
of litigation reports that establish the prima facie case, B) locate
and secure qualified experts to support EPA actions in science,
technical and financial fields, C) service of process and other
documents, D) alternate dispute resolution, E) document and data
management, F) evaluation of cost information; IV. Cost Recovery
Support: A) collect and secure evidence in order to aid in cost
recovery efforts; V. Management Support and Project Management: A)
general records management, B) case/project analysis (requirements
analysis), C) Freedom Of Information Act support, D) quality assurance,
E) training support, F) administrative records; and, VI. Reports
Function. The anticipated level-of-effort provides for a two year base
period beginning Jan. 1, 1998, with a minimum order of 2,080 hours.
The contract will also have three option periods, 1 year each, with a
minimum order of 1,040 hours. The purpose of this CBD announcement is
to notify potential offerors of EPA's requirement, generate the source
list, and to direct interested parties to the EPA's "Doing Business
with EPA" Internet World Wide Web site at http://www.epa.gov/oam for
further information on this procurement as it becomes available. The
RFP, amendments and other related items for this procurement will be
