indefinite delivery, indefinite quantity type contract used to acquire
real property repair, maintenance, and minor construction. the
contractor is required to provide all labor, materials, equipment and
supervision to accomplish the scope of work as defined in individual
task orders issued on an "as needed" basis. Offerors will be required
to submit pricing in the form of coefficients for normal working hours
and other than normal working hours for each state. Two contracts will
be awarded from this multiple award solicitation. One award is
restricted to 8(a) concerns operating within the boundaries of
Arkansas. The second contract will be awarded on an unrestricted basis
from all offers received, excluding the 8(a) awarded contractor. The
Government will give fair consideration to all awardees in placing
orders based on criteria stated in the solicitation. The contract
period is from date of award to 31 May 99, with four one year renewal
options for each contract. Each contract has a totalmaximum contract
amount of $15 million and a guaranteed minimum amount for the basic
period and each option year of $100,000. The solicitation utilizes
source selection procedures that require offerors to submit a written
technical proposal, oral presentation, and a price proposal for
evaluation by the Government. Rewrite of the Federal Acquisition
Regulations Part 15 -- Negotiated Source Selection -- applies to this
procurement. Large businesses must submit a subcontracting plan
including the following minimum subcontracting goals: Small Business
Subcontracting -- 55%, Small Disadvantaged Business Subcontracting --
8.5%, Women Owned Small Business Subcontracting -- 5%, Historically
Black Colleges or Universities/Minority Institution -- 5%. The
solicitation is available on Compact Disk (CD-ROM) and provided free of
charge. The solicitation will not be available in a printed paper
format; however, the Government reserves the right to revert to paper
medium when determined to be in the Government's best interest. All bid
bonds, and other documents required for the offer submittal, including
amendments to the offer submittal, shall be in paper medium.
Electronic medium for the offer submittal documents will not be
allowed. Interested firms shall request the solicitation by mail, fax
