This CBD announcement constitutes a Sources Sought Synopsis. The B-1
System Program Office (SPO), Aeronautical System Center (ASC), is
planning for the integration of new capabilities on the B-1B. Potential
new capabilities include data link, Link 16, Global Air Traffic
Management, Improved Radar Targeting, Small Bomb System, Cockpit
modernization, Low Cost Anti -Armor Submunitions (LOCAAS), infrared
countermeasures (IRCM), reduced footprint for deployment, improved
diagnostics, Gyro Stabilization System (GSS), Digital Flight Control
(DFC)/Central Air Data Computer (CADC), missile warning system,
upgrades to the ORS Radar Receiver, Joint Direct Attack Munition
(JDAM)/Weapon Carriage System Modification (WCSM) Rotary Launchers, Air
Crew & Combat Training System, Standoff Land Attack Missile -- Expanded
Response (SLAM-ER), other various sustainment upgrades, trainers,
mission planning and correction of software deficiencies for the B-1B
Bomber. All of the above or portions will be considered as part of the
next Block Upgrade for the B-1B. The Air Force anticipates contracting
for initial planning activities in 2Q98 with EMD contract award in the
January 2001 time frame to a single contractor team who is best
qualified to develop the hardware and software required to integrate
the selected capabilities from the above list. The final list of
efforts to be included in this block upgrade will be determined by
future Air Force budget priority decisions. The contractor will be
responsible for Total System Installed Performance Responsibility
(TSIPR) for the development, integration, and testing of all
modifications necessary to support the block upgrade. Engineering data
(e.g. drawings and specifications) for existing capabilities are
available at OC-ALC, and drawings for ongoing Block updates will be
entered into the system as the programs are modified. Other data will
be the responsibility of the contractor (via ACA or MOA). Contractors
interested in this effort must submit the following information for
evaluation to the government. Responses should be concise, program
specific and include all six areas: 1) Description of experience in the
integration and certification of the above capabilities, or similar
capabilities on comparable aircraft. In addition, please address any
experience you have in integration of similar capabilities on the B-1B.
2) Description of aircraft software development experience as well as
facilities/assets currently available to accomplish the design,
development and fabrication of any required hardware. 3) List the
qualifications of lead management, engineering, manufacturing and
quality assurance personnel projected to work on this program as
related to B-1B and/or other Air Force (or other comparable program)
aircraft component or subsystem production experience. 4) Indication of
large or small business in relation to SIC code 3728, size standard
1000 employees. 5) Indicate the level and types of B-1B technical data,
analytical tools and data you require from the government to accomplish
this effort. The baseline software configuration for these integration
efforts will be Block F or Delta E (JSOW/JASSM). 6) Please indicate if
your interest is as a prime or as a subcontractor with a teaming
arrangement with the prime. The government reserves the right to break
out components and set aside specific tasks for small business. Mr.
Michael S. Coalson has been appointed as Ombudsman to hear concerns
from offerors, or potential offerors, during the proposal development.
The purpose of the Ombudsman is to communicate contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. Existence of an Ombudsman does not diminish the
authority of the program director or the contracting officer.
Accordingly, the Ombudsman does not participate in the preparation of
solicitations, the evaluation of proposals or the source selection
process and, therefore, for routine matters on individual
