THE U.S. ARMY TANK-AUTOMOTIVE AND ARMAMENTS COMMAND IS CONSIDERING A
SOLICITATION FOR A MULTIPLE YEAR REQUIREMENTS CONTRACT FOR INTEGRATING
BALLISTIC PROTECTION INTO COMMERCIALLY AVAILABLE VEHICLES FOR AN
INDEFINITE QUANTITY. THESE VEHICLES WILL CONSIST OF COMMERCIAL SPORT
UTILITY VEHICLES THAT WILL BE PROVIDED BY THE GOVERNMENT AS GOVERNMENT
FURNISHED MATERIAL TO THE CONTRACTOR FOR ARMORING. THE BALLISTIC
PROTECTION WILL BE ADAPTED FROM THE CURRENT DEPARTMENT OF STATE
CONTRACT SPECIFICATIONS FOR HEAVY ARMORED VEHICLES AND LIGHT ARMORED
VEHICLES. THE MARKET SURVEY CONSISTS OF THE FOLLOWING QUESTIONS: (A)
WHAT SPORT UTILITY VEHICLES DO YOU CURRENTLY ARMOR TO THE ABOVE
STANDARD? (B) DOES THE VEHICLES ORIGINAL MANUFACTURES WARRANTY REMAIN
VALID AFTER YOU HAVE COMPLETED YOUR ARMORING WORK? IF NOT DO YOU
PROVIDE A WARRANTY OF ANY KIND? (C) DO THE WINDOWS AND OTHER COMPONENTS
COME WITH A WARRANTY? (D) IS THE VEHICLE MAINTAINED WITHIN ACCEPTABLE
SAFETY LIMITES? (I.E. BRAKING, ACCELERATION), IF SO HOW IS
THISDEMTERMINED? (E) DO YOU UPGRADE ANY OF THE VEHICLE COMPONENETS AS
A RESULT OF ENHANCED BALLISTIC PROTECTION? IF YES WHICH ONES? (F) TO
WHAT PROTECTION LEVELS DO YOU CURRENTLY (OR PLAN) TO ARMOR SPORT
UTILITY VEHICLES (SUV'S)? DESCRIBE THE TYPE OF THREAT, THREAT
PARAMETERS SUCH AS VELOCITIES/RANGES/ OBLIQUITIES), PERFORMANCE OF
SYSTEM/SUBSYSTEM/ COMPONENTS AGAINST THE THREATS. (G) DO YOU PROVIDE
ROOF PROTECTION? FLOOR? WHAT IS THE MAXIMUM AND MINIMUM BALLISTIC
PROTECTION PROVIDED? (H) BY WHAT AMOUNT IS THERE A DEGRADATION OF THE
CARGO VOLUME & LOAD? CAPACITY? PASSENGER CAPACITY? BY SUV TYPE. (I) HOW
DO YOU VALIDATE THE SUBSYSTEM/COMPONENTS AND SYSTEM BALLISTIC
PROTECTION LEVELS? HOW IS THIS DOCUMENTED? (J ) FROM VEHICLE DELIVERY,
WHAT IS THE MAXIMUM AND MINIMUM DAYS TO COMPLETE WORK? (K) WHAT
MAINTENANCE LABELS OR MANUALS DO YOU PROVIDE FOR ARMOR UNIQUE
COMPONENTS? (L) DO YOU HAVE A PROCEDURE TO REPLACE DAMAGED COMPONENTS?
FOR HOW MANY YEARS? (M) HOW DO YOU CONDUCT QUALITY ASSURANCE? WHAT
COMMERCIAL/MILITARY STANDARDS OR PROCESSES ARE FOLLOWED? ARE ALL
MATERIALS SAMPLE TESTED FOR VERIFICATION OF PERFORMANCE? HOW IS THIS
DOCUMENTED? (O) WHAT COMMERCIAL OR MILITARY STANDARDS AND
SPECIFICATIONS DO YOU UTILIZE FOR PROCESSES AND MATERIALS USED TO
UP-ARMOR THE VEHICLES? WHAT COMMERCIAL OR MILITARY STANDARDS ARE
UTILIZED TO V ALIDATE PERFORMANCE OF THE SYSTEM AND SUBSYSTEM/
COMPONENTS? (P) WHAT ARE THE PRICES FOR EACH OF YOUR MODELS FOR LIGHT
