Written proposals are solicited from all competent organizations and individuals. The Strategic Outreach Program was initiated in 1987 and is sponsored by the Office of the Chief of Staff, U.S. Army. The Strategic Outreach Program's primary role is to initiate and maintain an informed dialogue on national security issues between the Army and that community of academics, analysts and private citizens with an active interest in defense and security matters and publishing related conceptual research. The program "bridges the gap" between sometimes disparate organizations by bringing together top level decision makers from government, academia and industry who discuss national security issues in an unconstrained environment. Topics central to the dialogue include, but are not limited to the following themes: The future of land power; Army After Next; Alliances, coalitions, and joint command and control; Strategy for the war on drugs; Total force of the future: Active-Reserve Components mix, readiness, force relationships, contingency forces and mobility forces; Peacekeeping, peacemaking, and peace enforcement; Non traditional uses of military power; Ethnic and religious conflict; Power projection; Strategic mobility; The Pacific Rim; Technology; Process of change; Armed Forces use for domestic assistance missions; Regional studies, Congress and the military; Recruitment; Regional Environmental Security; Information warfare; Chemical warfare; Microbial Threats. To support the dialogue, the Strategic Outreach Program provides government funds through various means to stimulate participation in this dialogue, including: a. Providing travel funds and other conference related expenses to support conference or war game participation by non-government personnel, b. Compensation for conference speakers, panel members and rapporteurs, c. Providing funds for research purposes, research writing and publishing costs. d. Cosponsoring conferences with other governmental and nongovernmental institutions. Funding has been extremely limited for directed study research monographs and there is none for specific engineering technology. The majority of previous contract awards have supported open forum conferences and have ranged from $1,500 to $40,000. Most awards include cost sharing terms, co-sponsors and/or non-monetary resource provisions from other governmental, industrial, non-profit and/or educational institutions. The Strategic Outreach Program has also provided non-monetary resources including; subject matter experts, paper presenters, panelists, speakers, editing, publishing, printing and permitting participation of non-government personnel in conferences and war games at Army War College facilities. Written technical and cost proposals are required IAW the Broad Agency Announcement procedures of FAR 35.016 and 6.102(d)(2). This notice is the solicitation and contains all written information available in order to submit a proposal. There are no Request For Proposal (RFP) documents to request, as contract types and terms arenegotiable. Conference proposals should be formatted with the following sections: a. A cover letter signed by an individual authorized to commit your organization. This page is to include the BAA number above, dialogue topic, all technical, financial and administrative points of contact, with E-Mail and normal mailing addresses, voice and FAX telephone numbers; b. Short summary of the topic, dialogue methods & objectives to be achieved and a description of the results or transferable products from a prospective users point of view, include all copyright claims; c. Logistics Statement of Work, citing who performs the major tasks and facilities to be used, if other than AWC. Include an estimated cost breakout by task, total costs and all sources of funding. Also include a milestone (Ghant) chart, if appropriate; d. Concise summaries of the qualifications of the personnel and if appropriate audience to be recruited; e. Proposed contract terms. There is no cut-off date; proposals may be submitted at any time. Proposals will be evaluated on a continuing basis as they are received, by a formal peer review process. The U.S. Army War College intends to respond within 30 days indicating interest in each proposal. If sufficient interest is generated an Army subject matter expert will be assigned to assist the Contracting Officer in negotiating dialogue scope and a contract or agreement. The merits of each proposal will be evaluated in relation to the value of the dialogue and realism of the methods proposed. An individual proposal's evaluation will be based upon acceptability or unacceptability, without direct comparison to proposals for other topics submitted under this announcement, then it is prioritized based upon the availability of funds and/or other government resources. The Strategic Outreach Office is also soliciting proposals from prominent individuals (short letters with one page resumes) for future consideration as conference topic speakers, panel members, and/or for rappatour services. These proposals will be reviewed as needed by the Army's assigned subject matter expert, in conjuntion with future conferences at the U.S. Army War College and/or other co-sponsors' locations. The Army's subject mater expert will not negotiate with agents or third parties. Only a warranted Contracting Officer may obligate funds or authorize use of government resources by this BAA. Proposals submitted to other than this contracting office will not be acted upon. The government reserves the right to select for award all, some or none of the proposals received.
