268-4759 fax This is a combined synopsis/solicitation for commercial
items prepared in accordance with the subparts in Federal Acquisition
Regulation 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only solicitaion;
Request for Proposal (RFP) are being requested and written solicitation
will not be issued. Solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
46. This solicitation shall be 100% small business set aside. The SIC
code 7371 and the small business size is $5M. The Contractor's
experience will be evaluated as it relates to the services requested.
The VA Medical Center West Los Angeles is requiring of temporary
services of an Advanced Level Statistical Analysis programmer to assist
building a cost structure for the Decision Support System. The medical
center is assessing the cost-effectiveness of patient care.
Disease-specific regression models will be build to perform this
assessment. The cost-effectiveness of various treatment patterns will
be compared. The duration of the contract is approximately 720 hours
for 20 hours/week for a period not to exceed nine (9) months. Specific
duties to be performed by the Contractor include the following: 1) The
SAS programmer will write SAS programs to build simulation models to
simulate actual costs, standard costs, budget costs, efficiency, and
productivity measures for each production unit. There are total of over
200 production units in this medical center. 2) Contractor is required
to write programs to simulate costs for each intermediate production
units. The simulation results will be used to define the appropriate
Relative Value Unit (RVU) for each intermediate product. 3) Contractor
is required to build disease models to assess the cost-effectiveness
in treatment interventions and clinical pathways. 4) The programmer
will convert ASCII data to SAS data base. Data will be downloaded from
more than 20 files from Hospital's DHCP system. 5)Write advanced-level
SAS programs to allocate appropriate workload and cost data to each
production unit, and caulculate cost category, and spread costs into
each intermediate product through RVU's. 6) Adjust RVU to match the
computer caulculated productivity to productivity delivered from actual
observation using time study. 7) Generate reports from SAS outputs by
transporting outputs into MS Office/Professional software. 8) Build
disease models to predict resource utilization to project resouce
consumption based on predicted patient case mix. Qualification: Only
qualified individual will be considered for award of this contract, and
evidence of qualifications must be submitted to the Contracting
Officer, principal of the SAS programmer must have Epidemiology
background and advanced degree in Biostatistics. The programmer needs
to have at least (5) five year's experince in designing and conducting
clinical project, such as such as survival analysis, predict
likelihood of severity and building disease specific outcome predictive
models and explanatory models. The SAS programmer must be proficent in
IBM Mainframe, PV (window, Windows NT), VAX, UNIX, SAS, BMDP, SPSS,
GLUM, MS Office/Professional, WordPefect, KnowledgeSeeker,
NeuroNetworks, Harvard Graphics, GAUSS, dBASE, Paradox, SYSTAT, Splus,
Stata, Fortran. All equipment and supplies will be furnished by the
DVA Medical Center. Solicitation and incorporated provisions and
