The FISC Norfolk Detachment Philadelphia intends to acquire computer programming and support services on behalf of the Naval Inventory Control Point (NAVICP), SALTS office Philadelphia, PA. This proposed procurement is for a period beginning 31 Jan 1998 through 31 Jan 1999, with two one year options. The total estimated level of effort, inclusive of options is 73,212 hours. The required services are engineering, programming, systems analysis, design and development, customer support services, systems management and administration, telecommunications support, project management, life cycle support, documentation, training, and testing support of client/server systems and applications for the SALTS. Offerors wil be required to submit their proposals in two separate parts -- Part I -- Technical proposal and Part II -- Price. The technical proposal shall include information in sufficient detail to clearly identify the offerors overall qualifications and consist of the technical evaluation factorsof Technical Approach, Past Performance, Corporate Experience, Management Approach, and Personnel resources. The award made resulting from this solicitation will be made to the eligible, responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government, cost/price and other factors considered.
