It is the intent of the Defense Information Systems Agency (DISA) to modify the DISN Transmission Services -- CONUS (DTS -- C) contract, DCA200-97-D-0048, to acquire additional telecommunications services on a fixed price, indefinite delivery/indefinite quantity (ID/IQ) basis. The additional telecommunications services will include Sub T-1 transmission services, T-1 (and above) point-to-point transmission services (not necessarily connected to bandwidth managers), international transmission services originating and/or terminating in the CONUS and associated network and systems management services. These additional services will be available concurrent with the contract's projected period of performance (through January 2006). Modification of the DTS -- C contract to add these services will provide DISA with a single point of control and integration of all Continental United States (CONUS) Defense Information Systems Network (DISN) transmission services. As the incumbent DTS -- C contractor,AT&T is the only telecommunications vendor capable of consolidating these service requirements in a manner consistent with the mandates of the 1995 Joint Chiefs of Staff Joint Mission Needs Statement (JMNS) validated by the Joint Chiefs of Staff Joint Requirements Oversight Council (JROC). Transmission services integration and transmission network and system management are key elements to the overall DISN strategy. DISN network management requires interconnected monitoring, control, trouble clearing, provisioning, and status reporting capabilities to provide a complete transmission services system picture from end-user to end-user. Within CONUS, the DTS -- C contractor is the only contractor that can provide these capabilities for DISN transmission services. The proposed contract action is for service for which the Government intends to solicit and negotiate with only one source pursuant to the authority of FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements".
