synopsis/solicitation for commercial services-RADIATION THERAPY,
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are
requested. Solicitation 502-09-98 incorporates appropriate clauses and
provisions through Federal Acquisition Circular 58. VAMC Alexandria LA
intends to negotiate with radiation oncology healthcare sources to
obtain radiation oncology therapy and related services for an estimated
12 veteran referrals over a 12 month period with a 1% increase each
year. It is anticipated that a maximum of 3 awards will be made.
Radiation cancer treatment is required for veterans located in VAMC
Alexandria south/southwest catchment area, outside a 50 mile radius of
the medical center. Awards will be issued to established contractors
within Louisiana located in the parishes of Cameron, Vermilion, Iberia,
St Martin, Lafayete, Acadia,Jeff Davis, Calcasieu, Beauregard, and/or
the southern half of St Landry. The intent is to provide radiation
therapy in close proximity of veteran's home to eliminate undue travel
and expense. Radiation Oncology Therapy shall be available Monday thru
Friday, 8 am to 4:30 pm with emergancy care available 24 hours a day,
7 days a week. Contract will include a base year with 4 optional 1 year
provisions. Services include palliative and curative treatment and
encompass consultation, treatment plan, radiation therapy and followup.
The Contractor shall provide a Board Certified Radiation Oncologist at
weekly Tumor Board Meeting if potential referrals are reviewed and for
all phases of therapy. This is a BEST VALUE procurement utilizing a
commercial format. Evaluation shall be based on technical offer, past
performance and cost. Technical and past performance factors combined
are approximately equal to cost. Quantities are estimates. Services

Liability insurance in the amount of $2 million per occurrence is
rquired. All responsible sources meeting all requirements may submit an
