The procurement is for engineering and technical services for inspecting, installing, maintaining, and repairing ocean and terrestrial, cross-country, and interterminal and intraterminal petroleum, oil, and lubricating (POL) pipelines and related facilities worldwide. Services may include project management, economic impact studies or analyses, scheduling, feasibility studies, engineering analyses, facility design, preparation of project plans and specifications, geotechnical and bathymetric surveys, underwater inspections, failure analyses, surveying, internal in-line inspections, coating and cathodic protection surveys and analyses, fabrication and installation of project components, repair and rehabilitation of pipelines and supporting structures. The contractor will provide personnel and equipment for project logistical support, field inspections, quality control, preparation of project technical reports and drawings, preparation of required permit documentation, update and maintenance of geographic information technology system, and preparation of project cost and progress reports. The contract will be awarded on an indefinite delivery/indefinite quantity basis with cost-plus fixed-fee provisions for a one-year base period and two one-year option periods.
