COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 19,1997 PSA#1975MARKET RESEARCH -- MOBILE EQUIPMENT PARTS SUPPLIER The Office of
Procurement located at the Defense Distribution Center in New
Cumberland, PA is conducting MARKET RESEARCH to determine the
availability of a single source repair parts contractor to support the
mission of the Depot Operating Equipment Division. The Equipment
Maintenance Branch within the Defense Distribution Depot Susquehanna PA
(DDSP) repairs a wide assortment of mobile equipment. This equipment
ranges from heavy equipment, such as trucks, trailers, cranes and
earth-moving equipment to smaller items; i.e., lawn care equipment and
snow blowers. Included also is a large fleet of material handling
equipment manufactured by Clark, Hyster, Drexel, Yale, Raymond and
Cushman (a complete inventory list is provided below), as well as
automotive equipment by GM, Ford and Chrysler. Heavy equipment and
material handling equipment will vary in age from one to 20 years while
automotive equipment is generally six years old or less. The goal of
the Equipment Maintenance Branch is to repair all equipment within 24
hours. The Government is looking to identify contractors who would be
able to support that endeavor by providing the necessary parts within
that time frame or less. The contractor should have a well-stocked
inventory or have access to all parts as are needed and be able to
guarantee timely delivery to the repair sites located in New Cumberland
(17070) and Mechanicsburg (17055) PA. The Government recognizes that
some parts are only available through the original manufacturer and the
contractor should be prepared for that eventuality. After market parts
would be acceptable to the Government provided that they still meet or
exceed the original manufacturer's recommendations. The Equipment
Maintenance Branch purchases in excess of $500,000.00 in parts and
supplies on an annual basis. Tires on automotive and batteries on
material handling equipment would not be ordered under any future
contract. Quality of parts is critical to ensure minimal breakdowns.
The contractor should have the ability to receive and transmit via
Electronic Data Interchange (EDI) and be able to provide feedback on
orders processed. Also, the contractor should be willing to allow acess
to their database for viewing purposes only. This access would be
restricted to an agreed upon minimum number of users and by password
entry only. Due to the number of pieces of equipment involved, it would
not be cost effective for the Government to provide a complete list of
parts for pricing in a future solicitation. Therefore, if a
solicitation is issued as a result of this market research, the
Government is anticipating using the following procedure in the
evaluation of price proposals. The repair part price should consist of
direct costs (e.g., material, inbound freight, packaging, etc.) and an
incidental handling fee (to include all supplier markups, i.e., profit,
overhead, expedited shipment costs, etc.) which will be fixed for each
order. In any future price proposal, the contractor would be required
to submit a fixed dollar amount as the handling fee; percentages are
not and cannot be accepted by the Government. Contractors interested in
the possible future solicitation are requested to submit the following
information: (1) company name, address(es), phone number, point of
contact and number of company employees; (2) delivery time frames for
all parts required for the various pieces of equipment; (3) a plan
briefly describing how your company can satisfy the above listed
requirements of the Government; (4) company's standard commercial terms
and conditions which would apply to the acquisition of these repair
parts; (5) procedures to control costs, including but not limited to,
rebates, discounts and excessive price situations; and (6) any other
areas of concern that the Government needs to consider. This
