203 FAX (808) 438-6563 The Government is seeking potential sources
interested in the privatization of the U.S. Army owned wastewater
utility collection, treatment and disposal facilities which provides
wastewater utility service to military installations located in and
around Schofield Barracks, Hawaii. The scope of this initiative
involves the purchase, ownership, maintenance and operation of the
wastewater utility system which provides utility service to various
military installations located in and around Schofield Barracks and
on-base commercial tenants. The wastewater utility system consists of
the following: 33 buildings and/or associated support structures, eight
holding tanks ranging in capacity size from 42,800 to 1,250,000
gallons, approximately 506,800 linear feet of piping, ranging in size
from four inches to 24 inches in diameter, with eight inches being the
average diameter, 1,562 manholes, 17 duplex-type lift stations of
which nine have emergency generators. Originally constructed in 1976,
the facility's3.2 MGD capacity is being upgraded by the Government to
4.2 MGD by 1998. The maximum design capacity of the facility is 8.0
MGD. A substantial upgrade occurred in 1991 that included addition of
a second primary clarifier and digester. The Army may award a 10-year
utility service contract to a commercial service provider whose oral
presentation and written response to a solicited Request for Proposal
(RFP) which best meets the needs of the Government based on scored
evaluation factors of technical capability, past experience and
performance, qualifications and licenses, environmental issues, price
and other cost-related factors. A dual pre-proposal conference and site
visit will commence the privatization acquisition process. Respondents
are requested to submit letters of interest for this potential
acquisition to the address indicated below by December 15, 1997.
Letters of interest shall include a brief company profile and
experience statement demonstrating experience in
owning/operating/maintaining this type of utility system. U.S. Army
