This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F0470098Q0031. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-2. This acquisition is unrestricted; the standard industrial classification code is 3651. The acquisition is for the following items (part numbers are Sony): Line Item 0001, 8 each, HI-8MM VCR, P/N EVO-9500A. Line Item 0002, 3 each, Dual HI-8MM VCR, P/N EVO-9720. Line Item 0003, 3 each, Controller for the EVO-9500A, P/N RM-S52. The part numbers provided above are meant to show the Government's minimum requirements. Offerors can quote on equals. The offered units shall meet the following performance requirements: The HI-8mm VCRs shall be able to play back Pulse Code Modulation (PCM) and MIL-STD-1553 (1553) Bus signals that have been converted to video signals using the MERLIN ME-981 Video Encoder. While playing back the video tape, these units shall interface with the MERLIN ME-991Video Decoder to restore the video signal back to optional PCM and 1553 signals in order to analyze flight test data. Offerors quoting on equals must provide descriptive literature to the extent necessary to allow the Government to determine the technical acceptability of the equal item.
