synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 of the Federal Acquisition Regulation(FAR),
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation for proposals being
requested and a written solicitations will not be issued. The
solicitation number is 1PI-R-0923-98 and this solicitation is issued as
a Request for Proposal(RFP) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-02. The Standard Industrial Classication is 3643. UNICOR,
Federal Prison Industries, Inc. intends to enter into a firm fixed
price contract for Sequencing Switches, Northrop Corp Part Number
3-41700-503 (For reference only). DWG Number 2-40902, UNICOR Part
Number SWH0323. Estimated maximum quantity is 2,500 each. Minimum
guaranteed quantity is 779 each. Delivery shall be FOB Destination,
UNICOR, Federal Prison Industries, Inc., FCI Memphis, 1101 John A.
Denie Road, Memphis, TN 38134-7690. Delivery is 60 days after receipt
of order. The following provisions apply to this acquisition: FAR
52.212-1, Instruction to Offerors-Commercial Items, FAR 52.212-3,
Offerors Representations and Certifications-Commercial Items. The
following clauses also apply to this acquisition: FAR 52.2212-4,
Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items. Offerors shall submit signed and dated bids to
UNICOR, Federal Prison Industries, Inc., Material Management Branch,
7th Floor, 400 First Street N.W., Washington DC 20534, ATTN: Broderick
J. Stone. Offers may be submitted on the SF33 or letterhead
stationary. The date and time for receipt of bids is December 1, 1997
at 2:00pm Eastern Standard Time. Offers must indicate solicitation
number, time specified for receipt of offers, name, address, and
telephone number of offeror, technical descriptionof the item being
offered in sufficient detail to evaluate any discount terms, remit to
address(if different than mailing address) a completed copy of
representations and certifications at FAR 52.213-3, acknowledgment of
all amendments, if any. If offer is not submitted on SF33, a statement
specifying the extent of agreement with all terms, conditions, and
provisions included in the solicitation. All offers that fail to
furnish required representations and certifications or information or
reject the terms and conditions of the solicitation may be excluded
from consideration. Offeror must hold prices firm in its offer for 30
calendar days from the date specified in receipt of offers, unless
another time period is specified. Offers or modifications to offers
received at the address specified for the receipt of offers after the
exact time specified will not be considered. The Government will award
a contract resulting from this solicitation to the responsible offeror
whose offer conforms to the solicitation that is most advantageous to
the Government, price and other price related factors considered. The
following factors shall be used to evaluate offers: EVALUATION OF
PRICE: Price shall be evaluated by multiplying them by the quantity
shown for the respective item listed, with the appropriate Buy American
differential, if applicable. Discounts for early payment, if offered,
will not be considered in the evaluation for award. DETERMINATION OF
AWARD: The Contracting Officer will make contract award in accordance
with FAR provisions 52.215-16, CONTRACT AWARD. The Government intends
to evaluate proposals and award a contract after conducting written or
oral discussions with all responsible offerors whose proposals have
been determined to be in the competitive range. Any solicitation
amendments issues by the Contracting Officer must be acknowledged by
offerors. A written notice of award or acceptance of an offer mailed or
otherwise furnished to the successful offeror within the time for
acceptance specified in the offer shall result in a binding contract
without further action by either party. Before a offer specified
expiration time, the Government may accept a offer or part of an offer
after its receipt unless a written notice of withdrawal is received
before award. Offers shall specify business size and classification,
provide tax identification number (TIN), certification of non
segregated facilities, certification regarding payments to influence
Federal Transactions, Buy American Act-Trade Agreements, Balance of
