Number: BMDO 98-04 The Ballistic Missile Defense Organization (BMDO)
intends to enter into a sole source contract modification with TRW,
Inc., Systems Integration Group, to modify the existing Ballistic
Missile Defense Integration (BMDI) Information Technology Resources
(ITR) Program, under Contract HQ0006-95-C-0018. Under the existing
baseline BMDI Program, TRW assessed BMDO joint service network
resources, determined BMDO BMD networking requirements, developed a
network system architecture for current and future BMDO networking
requirements, analyzed requirements to determine the need for changes
to the architecture, supported development of long range plans to
address modifications to BMD networks, and provided technical and
system analysis to support the BMDO ITR acquisition management planning
and military utility assessment (using modeling and simulation
techniques). Under the proposed modification (in addition to continued
baseline efforts), TRW will collect, analyze and determine BMDO
modeling, simulation and network (MS&N) requirements; assess MS&N
resources available/planned; identify baseline system architecture(s);
develop requirement specifications; and develop target architectures
to satisfy BMDO's current and future MS&N requirements. TRW will also
collect and analyze requirements to determine the need for (and changes
to) BMD MS&N systems and architectures, to include: collecting and
analyzing requirements for securing BMD networks and providing
recommendations for implementing those requirements; analyzing related
existing BMD systems and architectures and provide recommendations
regarding modifications to system architecture(s) to meet requirements
(including the need for hardware or software upgrades to computer
resources, proposed upgrades, and effective methods for monitoring
computer utilization); and analyzing real-time deficiencies and special
architectural features to determine requirements for machine
performance, common operating environments, open software
architectures, security, and fault tolerances. TRW will support
development of engineering plans that address modernization of BMD
networks, computer resources, modeling and simulation, and associated
efforts (e.g., BMD ITR Plan and Wargame 2000 verification, validation
and accreditation plan). In conjunction with the ITR efforts, TRW will
support BMDO integration and implementation of a BMDO Virtual Data
Center (VDC), which will provide remote access to archived data located
at geographical separate locations. This effort will include system
engineering tasks related to design, implementation, and test and
evaluation (alpha and beta), of the VDC. TRW will provide support to
BMDO for the Attack Operations (AO) Working Group. This includes
documenting system level requirements for AO and performing systems
