010898 POC Contact Contract Clerk (208) 765-7497 A&E "As Needed" St.
Paul Pass Tunnel on the St. Joe Ranger District, Shoshone County, Idaho
and Mineral County, Montana. Indefinite quantity/indefinite delivery
multiple contract for 2 years. To include all associated disciplines,
to provide civil engineering consultation, review and evaluate design
and construction proposals, construction changes, specifications, cost
estimates, perform sampling and testing of concrete and aggregates,
slump tests, air entrainment, compressive strength cylinders and tests,
evaluate mix design proposals, and provide contractor quality control
inspection for concrete repairs in the St. Paul Pass Tunnel. Firms must
submit a completed SF-254 and SF-255 for this project by January 8,
1998, Close of Business to the IPNF, ATTN: Richard Simundson, 3815
Schreiber Way, Coeur d'Alene, Idaho 83815-8363. Firms responding to
this announcement before the closing date will be considered for
selection, subject to any limitations indicated with respect to size
and geographic location of firm, specialized technical expertise or
other requirements listed. Following an initial evaluation of the
qualification and performance data submitted, three or more firms
considered to be the most highly qualified to provide the type of
services required, will be chosen for negotiation. Selection of firms
for negotiation shall be through an order of preference based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required,
that include: (1) Professional qualifications necessary for
satisfactory performance of required services; (2) Specialized
experience and technical competence in the type of work required; (3)
Capacity to accomplish the work in the required time; (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules; (5) Location in the general geographical area of
the project and knowledge of the locality of the project, provided that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project; (6) Additional points
may be assigned or credit given to potential contractors that are or
will subcontract with certified 8(a) or other small disadvantaged
