professional architect/engineer services to include preliminary
services and phasing recommendations, planning, consultation and
visits, design work, asbestos abatement plans, preparation of contract
drawings and specifications, preparations of cost estimates and
construction period of services as necessary for asbestos abatement,
demolition, construction,inspection, testing and certification of all
work for for project 544-98-305, "Community Standard Upgrade of Medical
Inpatient Ward (4W)" a t WJBD Veteran Hospital, Columbia, South
Carolina 29209. The intent of this project is to provide renovations
for consolidating two medical inpatient wards to 4 West in Bldg 100.
The project will include but is not limited to providing improvement of
patient privacy, upgrade to ADA requirements, improve patient
environment to community facility standards, HVAC and other utility
upgrades, staff area improvements, interior finishes, and abatement of
asbestos-containing floor tile and mastic. Construction will be phased
to minimized to disruptions to the operations of the Medical Center.
The design shall ensure compliance with current VA standards and all
other applicable codes and criteria. Value engineering is encouraged
and shall be noted at each design review. Submissions and estimates are
expected at the conceptual, 50% and 100% design stages. Cost Range is
$2,000,000.- $5,000,000. A/E will be required to provide evidence of
professional liability insurance of $5,000,000. Architect-Engineer
firms which meet the requirements described in this announcement are
invited to submit: (1) a Standard Form 254, Architect-Engineer and
Related Services Questionnaire, (2) a Standard Form 255, architect-
Engineer and Related Service Questionnaire for Specific Project, when
requested, and (3) any requested supplemental data to the procurement
office shown. Firms having a current Standard Form 254 on file with the
procurement shown are not required to register this form. Firms
desiring to register for consideration for future projects administered
by the procurement office (subject to specific requirements for
Individual projects) are encouraged to submit, annually a statement of
qualifications and performance data utilizing Standard Form 254,
Architect Engineer and Related Service Questionnaire. Firms responding
to this announcement before the closing date will be considered for
selection, subject to any limitations indicated with respect to size
and geographic location of firm, specialized technical expertise or
other requirement listed. Following an initial evaluation of the
qualification and performance data submitted, three or more firms
considered to be the most highly qualified to provide the type of
services required, will be chosen for negotiation. Selection of firms
for negotiation shall be through an order of preference based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required,
that include: (1) Professional-capabilities: (2) specialized experience
and technical competence, as required: (3) capacity to accomplish the
work in the required time: (4) past performance on contracts with
respect to cost control, quality of work, and compliance with
performance schedules; (5) geographic area: architect-engineer firm
must be located within 150 mile radius of work site to be considered.
(6) any other special qualification required under this announcement by
the contracting activity. Concerns should submit all forms to the
Contracting Officer (90C), A&FP Service, Dorn Veterans' Hospital, 6439
Garners Ferry Road, Columbia, SC 29209 not later than December 19,
