212-4401 (Site Code DAHA03) Indefinite Delivery A-E services are
required for the Air National Guard facilities at the Little Rock Air
Force Base and at the Hot Springs Municipal Airport, Arkansas. Work
will include Type A, B, and C services, or any combination of these
services to accomplish the design, plan, specifications, and
construction estimates and to conduct fact-finding studies, surveys,
and other investigations in support of design services. Typical work
includes, but is not limited to, architectual, landscape architectural,
and engineering work in mechanical, electrical, structural,
environmental, and civil. Contract period is one year from the date of
award with the option to extend for four one year periods. Total
annual contract amount will not exceed $1,500,000. Each delivery order
will not exceed $300,000 without Air National Guard Readiness Center
(ANGRC) approval. With ANGRC approval, each delivery order is not to
exceed $500,000. Significant evaluation criteria for A-E selection, in
descending order of importance, are (1) Professional qualifications of
the firm, principal, staff, and consultants. Disciplines required are
Architect, Civil, Mechanical, Electrical, Environmental, Landscape
Architecture, Surveying, and Structural. (2) Specialized experience and
technical competence in the type of work required, (3) Capacity to
complete the work in the required time, (4) Past performance on DOD or
civilian agency contracts with respect to cost control, quality of
work and compliance with performance schedules, (5) Location of firm
with respect to the Little Rock Air Force Base, Arkansas, (6) Volume of
DOD work in the past 12 months. The resulting contract will be a firm
fixed price. All responsible firms are invited to submit both a
completed SF 254, "U.S. Government Architect- Engineer Questionaire"
and an SF 255 "Architect-Engineer and Related Services Questionaire"
for this specific project to USP&FO for Arkansas, ATTN: P&C Major Randy
Westenhaver, Camp Robinson, North Little Rock, Arkansas 72199-9600. SF
254 and SF 255 must be received by P&C (Major Randy Westenhaver) no
later than 2:00 p.m. CST on 23 December 1997. This is an unrestricted
procurement action open to small and large business. Funding for this
