Information Systems Agency (DISA) hereby issues a Request for
Information (RFI) regarding transmission services (terrestrial,
satellite, or a combination) to support Defense Information System
Network (DISN) users within Europe, Africa, Southwest Asia, Western
Russia, Greenland, Azores, Arctic Region, Iceland, and communications
interface points located in the United States. The transmission
services will support digital voice, data, and video telecommunications
along with signal encryption capabilities between points designated by
the Government. The transmission services requirements are for
dedicated bandwidth leased services comprised of simplex, full duplex,
or half duplex transmission links with bandwidth ranging from sub T-1
through STM-16 (or higher if commercially available during the life of
the contract) between service delivery points (SDPs) (inter-country and
intra-country) within the service region. The transmission architecture
allows for incorporation of evolutionary or new
commercial-off-the-shelf (COTS) open-systems-standards based
technologies and media capabilities. The Government has developed
notional connectivity requirements between SDPs and bandwidth managers.
However, the requirements between SDPs and bandwidth managers are
notional only and should not be interpreted as representing the
Government's actual requirements. It is contemplated that the proposed
contract will be a fixed price indefinite delivery/indefinite quantity
delivery order type contract. It is contemplated tha the period of
performance will be a three-year base period with seven one-year option
periods. The DISN Europe acquisition strategy consists of two major
components; (1) bandwidth network management, switching, installation
services, and systems integration and (2) transmission services. The
two components will be procured on separate contracts. Bandwidth
network management, switching, installation services, and systems
integration will not be addressed in this RFI. However, the
Government's notional network management functional requirements
specification (FRS) is available to describe the interface to the
Government's network management facility and data reporting
requirements. This RFI addresses transmission services that will
consolidate independent networks into a single, integrated, multimedia,
cost effective, efficient, common-user global "infosphere." The DISN
will provide seamless and interoperable information transport across
strategic and tactical networks. The DISN will use available commercial
products and services, while providing the degree of network control
necessary to ensure rapid response to end-user requirements. The DISN
will facilitate the management of information resources. Respondents
are invited to offer comments regarding the acquisition strategy, the
draft documents located on the DISA DISN WEB site, and the questions
listed below. Creative comments concerning the use of satellite
technology and/or emerging technologies such as ATM to satisfy
requirements, accommodate future technology insertion and its
integration into the infrastructure, and reduce costs are also
encouraged. The DISA DISN WEB site address is

comments concerning the following questions within these parameters:
(A) Estimate the nonrecurring and investment cost and/or recurring
costs which would be charged to the Government and (B) Describe the
contractual features of your proposed concept. Offered suggestions and
comments concerning solution approaches should be based on the
following criteria: -- Transmission services must meet or exceed the
performance specifications described or referenced in the FRS for
transmission services. -- All Transmission nodes in the geographic area
of interest must be located on US Government installations (usually a
transmission node is at a SDP and contains a bandwidth manager and/or
related equipment(s) for control of transmission resources). (1)
Estimate the nonrecurring and investment costs and/or recurring costs
which would be charged to the government for initiating sub T-1 through
STM-16 services in each geographical area of interest. (2) Describe the
contractual features of your proposed concept, including effects on
other customers. (3) Describe your company's immediate ability to
provide sub T-1 through STM-16 transmission services/capabilities, to
include dedicated, partial satellite transponder(s), within each
geographic area of interest and potential interface points in the
United States and Pacific regions. If no immediate capability exists,
explain your company's plan (include service availability dates) to
provide the various transmission services covered in this RFI. Describe
your capabilities by country for the region to include host nations
agreement, secured landing rights, and connection approvals already in
place. Also describe your capabilities to provide both European and
North American transmission service standards and your ability to
interface between the two. (4) Describe your transmission service
especially your ATM capabilities and plans for future technology
insertion. Describe and disclose any geographical technological
limitations, particularly with regards to ATM capabilities. (5)
Describe your international standard ATM services capabilities between
any of the listed service points/bandwidth managers. Include an order
of magnitude cost for these services? (6) Identify new technological
advances and describe your strategy and estimated timelines for
inserting this new technology that would optimize the supporting
telecommunications infrastructure. (7) Describe your quality of
services including your concepts for maintenance and projected restoral
time periods in each geographical area of interest. Characterize the
quality of services available for each given SDP? Explain how you will
address and ensure user diversity requirements? (8) For new service
requests, what is the time necessary from an order date to the delivery
of the new service? If not uniform, please break this out by geographic
area of interest and explain any limiting factors. (9) Describe your
ability to provide network management information and data through an
active interface with the U.S. Government's DISN network management
center at the Regional Operations and Security Center (ROSC) in
Stuttgart-Vaihingen, Germany, and Riyadh, Saudi Arabia? If no ability
exists, describe your proposed solution to establish an active
interface for network management with the respective ROSC. (10) In any
of the above areas of concern, please describe any limitations for a
given geographical area of interest. (11) Are there any contractual
limitations to the requirement for a three year base period with seven
